Correctly understand the relationship between the government and the market,build a unified market supervision system,play an important role in improving the efficiency of market supervision and the level and ability of governance in China’s modernization.At present,the central government and local governments at various levels have completed the integration of market supervision and law enforcement,established comprehensive market supervision agencies,changed the situation of "Kowloon water control",and realized the unified management of the market by the state.The advantages of comprehensive law enforcement have been highlighted.However,the comprehensive market supervision reform in some areas at the grassroots level was not thorough enough,which did not produce the actual effect of "1+1>2".Therefore,how to do a good job in the second half of the reform of the article,to find out the crux of the reform is not thorough,to explore the solution to the problem of countermeasures,are facing governments at all levels of the grim task.This paper focuses on the comprehensive law enforcement of market supervision in L city.First of all,the preliminary work and achievements of the comprehensive law enforcement reform of supervision in L city are summarized.Secondly,it takes the problem as the guidance to solve the prominent problems and weak links after the comprehensive law enforcement reform of market supervision in L city.By means of literature review,comparative analysis and investigation,this paper investigates the current situation of comprehensive law enforcement of market supervision in L city.In addition,this paper USES the theory of government regulation,holistic governance,market failure and government failure to make an in-depth analysis of the root causes of problems in the comprehensive law enforcement of market supervision in L city.By referring to the supervision practice of advanced regions in China,this paper discusses the countermeasures and Suggestions to strengthen the comprehensive law enforcement of market supervision inL city,so as to provide reference for the prefecture-level governments to promote the comprehensive law enforcement of market supervision.Through research L city,as a prefectural government,in the aspect of comprehensive law enforcement reform of market supervision,although the functional integration of institutions and the physical assembly of staff have been completed,but there has been no "chemistry" in the fusion of functions and people.There has been a series of problems,such as a serious lag in legal construction,the establishment of the organization is not reasonable,lack of coordination of comprehensive supervision functions,the difficulty in exerting comprehensive supervision effectiveness,law enforcement is relatively weak.These problems are caused by the imperfect laws,regulations and systems,the discrepancy between the municipal three-decision plan and the reform principle,the lack of institutional policies,the lack of innovation in the way of supervision,and the inadequate construction of law enforcement teams.This study highlights the problem orientation,y drawing from Shanghai,zhejiang,shenzhen and other places of advanced supervision pattern,from the enhancement of comprehensive law enforcement system of laws and regulations,strengthen market supervision comprehensive law enforcement policy guide,perfect market comprehensive law enforcement supervision coordination mechanism,improve market supervision law enforcement efficiency and strengthen the supervision of market comprehensive law enforcement team construction and so on five aspects to strengthen market supervision of comprehensive law enforcement measures are put forward.
