| The report of the 19 th National Congress of the Communist Party of China proposed to transform government functions,deepen decentralization,innovate supervision methods,enhance government credibility and execution,and build a service-oriented government that people are satisfied with.Under the background of China’s current economic and social system transformation,all localities actively promote various policies to transform government functions and steadily promote the construction of service-oriented government that people are satisfied with.The public management and public service affairs undertaken by government departments are becoming increasingly heavy,and the functions of many departments are constantly extended.At the same time,due to the limited staffing level and financial pressure of grass-roots governments,the use of non-staff personnel has become an important way to solve the problem of insufficient human resources of government departments in a market-oriented way.Non-staff personnel have been used for a long time,and the number of non-staff personnel is constantly expanding.However,the legal system and mechanism specifically for the management of non-staff personnel are seriously lagging behind,because the focus events caused by improper management of non-staff personnel frequently occur,which affects the promotion of public sector image and government credibility,and it is difficult for non-staff personnel groups to protect their own interests.At present,there is not much research on the management of non-staff personnel in China,and the existing research mostly focuses on the common problems of special public institutions such as medical care and education system,while there is little research on the management of non-staff personnel in party and government organs,and there are few concrete examples.Based on the example of non-staff personnel management in W district government departments,this paper studies the present situation of non-staff personnel management in W district,a grass-roots government department,by means of literature research,questionnaire survey,case analysis,field investigation and other research methods.It is found that there are outstanding problems in non-staff personnel management,including insufficient legality of personnel use,lack of management,heated discussion on illegal law enforcement,lack of evaluation mechanism,imperfect treatment system and worrying career prospects of non-staff personnel,etc.And from the aspects of perfecting policies and regulations,human resource planning,evaluation system setting,welfare and treatment system,personnel training,and enhancing psychological belonging,the countermeasures to standardize the management of non-staff personnel in government departments are summarized,hoping to provide effective reference for the improvement of the management system of non-staff personnel in government. |
