Research On Coordinated Governance Of Community "Time Bank" Construction In Q Urban Area Of Nanning Under The Bankground Of Mutual Aid Elderly Care

With the increasing difficulty of family pension,the supply of social old-age services is difficult to meet the current situation of the fast growth of the aged population,serious health problems and high proportion of living alone.On the basis of traditional pension,a mutually beneficial pension model among elderly groups has been derived.The mutual aid elderly care model has been applied and practiced in more and more urban communities.In this context,"time bank",as the "new force" of mutual aid pension model,is a beneficial supplement to community pension service.Different from the traditional mutual pension,it takes time and money as the medium,through the model of serving the elderly by the young elderly,it can fully mobilize idle labor resources,maintain the healthy mentality of the elderly to participate in social affairs,effectively alleviate the insufficient supply of elderly care services,and form a virtuous circle of intergenerational relay and mutual assistance.At present,the pilot of Nanning community "time bank" mutual aid pension project has achieved certain results,but it is still in the exploratory stage.This paper takes "time bank" as the breakthrough point to study the realization of collaborative governance in community mutual support for the elderly.Through the questionnaire survey and field survey on the operation of "Time Bank" in Q District of Nanning,and using the methods of literature research,case study and investigation study,this thesis expounds the dilemma of "time bank" community mutual aid service coordination governance from the aspects of idea,system,subject and mechanism,that is,the lack of coordination system construction,cooperation of coordination subjects and guarantee of coordination mechanism.From the perspective of internal and external factors,the root reason of this dilemma is the lack of internal driving and external action force.Finally,combined with the experience and enlightenment at home and abroad,this paper puts forward some strategic suggestions to establish the unity of the collaborative concept from the conceptual level,the standardization of the collaborative system from the institutional level,enhance the cohesion of the collaborative subject at the subject level,and ensure the sustainability of the collaborative kinetic energy at the mechanism level,so as to provide optimization ideas for further improving the construction of "time bank".
