| After the tax reform,the alienation between cadres and the masses and the "siphon effect" of cities on villages lead to difficulties in rural governance.In order to promote rural development,all parts of the country actively explore new ways to govern villages.First of all,a phenomenon of "New Squire" returning hometown has sprung up in the south.This phenomenon has been called New Squire.With the good results of the New Squire in Shangyu,Zhejiang Province,New Squire began to be popularized nationwide.But will New Squire have "acclimatization" in the central region? What kind of problems are New Squire,central China facing? How to solve these problems and explore a road suitable for New Squire in the central region.This is the intention of this study.Taking Y County in Henan Province as a case study,with the help of governance theory and negotiation governance theory,this paper studies the embedded mode and existing problems of the new rural sages’ participation in rural governance in this county by using literature research,case analysis and field investigation.Through household interviews and questionnaires,the data of local New Squire were obtained.Knowing the working mechanism of the new rural sages in this county,it is found that the new rural sages in this county have insufficient governance ability,alienation of new rural sages,conflicts between new rural sages and village cadres,and some villagers don’t cooperate with new rural sages.The low working efficiency of New Squire and the poor initiative of New Squire in rural governance restrict the governance effect of New Squire in the central rural areas.In order to solve these problems and better promote the rural development in central China,this paper puts forward some countermeasures,such as strengthening the construction of New Squire themselves and supervision system,correctly handling the contradiction between village cadres and New Squire,vigorously developing rural industries,strengthening the propaganda of New Squire’ culture,building a platform for New Squire’ governance,improving the guarantee system,incentive and evaluation system,and enhancing the motivation of New Squire ’ governance in rural areas in central China,so as to help New Squire develop rapidly and then lead the local villagers to the fast lane of rural revitalization. |
