Labor relations are an extremely important part of production relations,and they are also one of the most basic and important social relations.Building a harmonious labor relationship is of great importance.In addition to the vital interests of the majority of workers,it is also related to economic development and social harmony.At the successful 18 th CPC Congress,the CPC Central Committee clearly proposed to build harmonious labor relations based on China’s specific national conditions.In the context of the new era,actively building harmonious labor relations with Chinese characteristics is an important part of realizing social management innovation and effectively improving people’s livelihood.It is the basis for promoting the construction of a socialist harmonious society,the guarantee for sustained and healthy economic development,and the need to strengthen the foundation of the Party’s governance.By reviewing and analyzing the labor policy and labor legislation of the democratic regime led by the Communist Party of China during the new democratic revolution,this paper holds that the Communist Party of China has been exploring to establish a new and harmonious labor relationship different from the past.This kind of legal practice has directly affected the labor legislation after the founding of new China,and has also become an important source of law for building harmonious labor relations.Therefore,investigating the labor legislation of the revolutionary regime led by the Communist Party of China during the new democratic revolution is of great practical significance for us to recognize the influence of the legal tradition during the revolutionary base period,firmly establish the "four self-confidence" and build a socialist country ruled by law with Chinese characteristics.The full text is divided into five parts.The first part mainly analyzes and reviews the labor policy and labor legislation of the new democratic revolutionary regime led by the Communist Party of China,and pursues the historical logic and theoretical logic of building harmonious labor relations.The second part: the main line of building harmonious labor relations is to safeguard the rights and interests of workers.This part mainly introduces the development process of the CPC’s relevant laws and regulations on labor remuneration,rest and vacation rights,labor social insurance and labor contracts in the new democratic period.The third part mainly expounds the policy of "benefiting both labor and capital" and the management of national industry and commerce.This part points out that during the period of the new democratic revolution,the guiding policy of labor relations implemented by the party focused on two aspects: one is to strengthen the protection of national industry and commerce,and the other is to realize the benefits of both labor and capital.The fourth part introduces the labor dispute settlement mechanism of the democratic regime during the new democratic revolution,and puts forward that the construction of harmonious labor relations is inseparable from the settlement of procedures and the handling of dispute institutions.The fifth part mainly analyzes and comprehensively summarizes the characteristics of building a harmonious labor customs during the new democratic revolution,which brings great enlightenment to China’s legislative work.
