Research On The Optimization Of Government Functions In The Management Of Key Projects In Infrastructure Category

Now is the starting year of the 14 th Five-Year Plan,standing on the new starting point of the 14 th Five-Year Plan,the role of key infrastructure projects has become more and more prominent,as the "bull’s nose" to promote local economic development,the construction of key infrastructure projects has played a key role in promoting fixed assets As the "bull’s eye" to promote local economic development,key infrastructure projects play a key role in promoting fixed asset investment,adjusting economic structure and ensuring social stability.Nowadays,the economic situation is facing huge challenges,to keep the economy from going down,the most critical and direct is to strengthen the project construction.Government functions play a key role in the construction of key infrastructure projects that cannot be ignored.It can be said that the full use of good government functions,infrastructure class key project management can be effectively achieved,infrastructure class key project construction will be able to get twice the result with half the effort.In this paper,from the perspective of governmental functions,taking M city as an example,we analyze the current situation of infrastructure key projects and the current situation of governmental functions,summarize the problems and causes of governmental functions in the process of project management,so as to propose optimized countermeasures for governmental functions in infrastructure key projects management,and provide reference for the optimization of infrastructure key projects management and governmental functions.It is found that in the process of infrastructure key project management,there are still problems in the government function such as the main body of construction,lack of attention from functional departments,low management efficiency,difficulty in coordination,difficulty in project approval procedures,and failure to secure funds,etc.The reasons behind these problems mainly include problems in the setting of management institutions,project management mode still needs to be standardized,unsound working mechanism,complicated project land issues,difficulty in project financing,and lack of supervision mechanism.The reasons behind these problems mainly include problems in setting up management institutions,the project management mode still needs to be standardized,the working mechanism is not sound,the project land problem is complicated,the project fund raising is difficult,and the supervision mechanism is not perfect.To this end,this paper proposes that the management institutions should be optimized,the management mode of key construction projects should be improved,the mechanism should be perfected to promote project construction,multiple measures should be taken to guarantee the project land index,the financing mode of the project should be broadened,and the supervision and management of the project should be strengthened to guarantee the effective promotion of key infrastructure projects and promote high-quality economic development.
