An Empirical Study On Grassroots Administrative Law Enforcement In Towns After Decentralization Of Law Enforcement Power

After a long period of exploration and Reform in China’s administrative law enforcement,the State Council decided to delegate part of the law enforcement power to the grass-roots level,and the township government should establish a comprehensive administrative law enforcement brigade to enforce the law.Township Comprehensive administrative law enforcement teams have sprung up all over the country,but it is followed by various difficult problems encountered in practice,which urgently need us to analyze and solve these problems.Through empirical research,on the basis of clarifying the reform process and current situation of township grass-roots administrative law enforcement,this paper analyzes some problems existing in township grass-roots in practice,such as lack of adaptive laws and regulations,low quality of law enforcement,lack of supervision and so on.By combining practice and theory,the author puts forward some countermeasures,including perfecting the organizational law,giving administrative enforcement power,perfecting administrative law enforcement procedures,strengthening the protection of law enforcement personnel,constructing supervision and accountability mechanism and so on.The emergence of a new system to its perfection needs the common polishing of practice and theory.The Township Comprehensive administrative law enforcement brigade also needs to be gradually improved in various difficulties to adapt to the complex and changeable law enforcement situation.
