Research On The Precise Supply Of Government Services In Urban Community Home Care

In the context of the accelerated aging of the population and the increasingly diversified needs of the elderly,the sharpening of the imbalance between supply and demand has made pensions a people’s livelihood issue that the government attaches great importance to.Due to the weakening of the function of family pension and the rigid development of institutional pension,community home care which takes home as a base,relies on the community districts and supported by pension institutions has become the mainstream pension model in our country.However,at the moment,the government-led community home care model is in its infancy,and there are problems such as mismatch between supply and demand and low quality of provided services.Therefore,it is of great significance to change the previous extensive supply of the previous "flooding irrigation" type to the precise supply of the "precise drip irrigation" type,improve the precise supply level of government services in community home care,maximize the utilization of pension resources,improve the efficiency of government governance,and meet the needs of the elderly.From the perspective of the precise supply of government services,this paper studies the problems of the precise supply of government services in China’s urban community home care through the survey and interview of H community,and tries to answer two questions: what is the precise supply of community home care services and how to provide them.In this paper,the precise supply of community home care services is divided into four process components: precision identification,precise delivery,precise supervision and precise support,and the analytical framework of this paper is built by combining the three governance points of the holistic governance theory.At the same time,the four components are expanded to explore the precise supply of government services in community home care from six dimensions: who do we provide services for,what services are needed,who will provides services,what services are provided,supervision of supply and support of supply.The study found that government service supply in community home care has an precise dilemma in service object and its demand recognition,multi-subject cooperation,delivery of service content,supervision of service supply and support of service supply.Through exploring the internal causes of imprecise supply,this paper proposes a path to realize precise supply of government services in community home care.Specifically,it includes: cultivating precise concepts to target service objects;enhancing the development and application of technology;clarifying the main roles’ responsibility to promote cooperation,and practicing the demand-oriented concept to refine service projects;improving the evaluation mechanism of pension institutions and supervising the use and distribution of funds;deepening the development of policies and regulations on data security and interaction.
