| As an agency of the district(county)level government in urban areas,street offices are a unique organizational form in China’s administrative management system.They are the most grassroots administrative unit in the urban administrative management system,serving as a bridge for communication between the government and the public in the city.They not only undertake a large amount of basic administrative work,but also serve as direct providers of public services,with important status and significant responsibilities.With the continuous deepening of urbanization in China,urban management and grassroots social governance face greater challenges and higher requirements.At present,there is a widespread situation of heavy workload in streets.How to adapt to the economic and social development situation,reduce the workload of street offices,stimulate the work motivation of grassroots cadres,make them better serve the grassroots people,and manage the city more finely has become an urgent practical problem that needs to be solved.This paper focuses on the problem of "overload of street work",and takes H Street in Qingdao as an example.The street work load is mainly manifested in the transmission of notice documents at different levels,low quality and efficiency of conference research,repeated submission of various account statements,excessive allocation of indicators and tasks outside the regular work,and lack of overall planning of supervision and assessment.On the surface,it is a problem of formalism and bureaucratic work style,which is not difficult to find after in-depth analysis and research,There are deeper reasons behind it.Firstly,street offices have gradually developed into an "omnipotent government",with an increasing demand for public services,insufficient participation of social forces,weak awareness of citizen autonomy,and obvious problems of functional overload in the streets.The second is the imbalance of power and responsibility caused by the "block relationship" and "pressure based system",the abuse of territorial management principles,the layering of work objectives and tasks,and the alienation of inspection and assessment mechanisms.The third reason is that the incentive and guarantee mechanism is not sound,the structure of the cadre team is unreasonable,and the level of welfare benefits is low,which cannot meet the actual needs of street work and cannot provide cadres with sufficient sense of gain and happiness.The article summarizes and draws on the experience and practices of Beijing and Chengdu in grassroots burden reduction,and combines their own thinking to propose countermeasures and suggestions for street burden reduction from three aspects: accelerating the reform of street system and mechanism,deepening the transformation of government functions,and strengthening incentive and guarantee efforts.It is necessary to clarify the positioning of street functions,optimize institutional settings,clarify the boundaries of power and responsibility,and improve the assessment and evaluation mechanism;To enhance the street government service capacity,improve the grid management system,and establish a diversified public service supply mechanism;In addition,more efforts should be made to strengthen the guarantee of street resources. |
