Tourism is a pillar industry in the construction of Hainan Free Trade Port.It has a large number of employees,most of whom are grassroots workers.Facing the dual test of COVID-19 and economic downward pressure,labor relations governance is of The Times,complexity and urgency,which should be paid enough attention to.In this paper,the methods of questionnaire investigation,interview method,discussed the theoretical development of the labor relations management and tourism enterprises of Labour disputes,and so on and so forth in recent years,research suggests that labor relationship governance problem the main root cause is that the business operators of democratic participation mechanism is not sound,Labour rights consciousness is weak,the government’s measures lack of pertinence,Trade unions are ineffective and have low participation.Under the new situation,the influence factors of labor relations management is plural,enterprises and laborers,the government and the unions are involved in the governance body effectively,first of all should clearly define the responsibilities of corporate governance,in consciously perform all labor laws and regulations of the state,on the basis of establishing enterprise labor dispute mediation mechanism,prevention legal and rational employee benefits security;Secondly,it is to stimulate the main role of laborers in the management of labor relations,learn to use legal means to protect their rights rationally,and promote professional moral cultivation;Then strengthen the government’s leading position in the management of labor relations,continue to improve the tripartite negotiation mechanism of labor relations,strengthen labor supervision,and give legal protection to collective bargaining rights;Finally,we should give full play to the organizational advantages of labor unions in labor relations management,establish and perfect grassroots mediation organizations,enhance the capacity construction of grass-roots mediation personnel,and effectively activate the role of each subject.Strengthening labor governance research is a powerful supplement to improve the modernization of national governance capacity.Through the investigation and research on the actual situation of labor relations in Baoting tourism enterprises,analyzing the main problems existing in labor relations governance in tourism enterprises and their causes,we can explore the effective path of labor relations governance.It is hoped that the study of labor relations governance in a specific region can provide reference for other regions’ governance policies and management.
