A Study On The National Political Consultative Conference Holds Bi-weekly Consultative Seminar

The bi-weekly Consultative Seminar is a new type of consultation and deliberation system established by the 12 th National Committee of the Chinese People’s Political Consultative Conference in 2013.After nearly ten years of exploration and development,the bi-weekly Consultative Seminar has become an important brand of consultative democracy in the National Committee of the Chinese People’s Political Consultative Conference.Driven by the effective practice of the National Committee of the Chinese People’s Political Consultative Conference fortnightly consultation symposium,some local CPPCCs have also explored the establishment of the bi-weekly Consultative Seminar.The bi-weekly Consultative Seminar discussed in this article mainly refers to the bi-weekly Consultative Seminar of the National Committee of the Chinese People’s Political Consultative Conference,which has a relatively mature practice.The bi-weekly Consultative Seminar can be traced back to the bi-weekly Seminar established by the National Committee of the Chinese People’s Political Consultative Conference in 1950.Its development process can be divided into three historical stages:formation and initial development stage,tortuous development and suspension stage,recovery and rapid development stage.The Marxist United Front Theory,the Socialist Consultative Democracy Theory and the People’s Political Consultative Conference Theory are the important theoretical basis for the formation of the bi-weekly Consultative Seminar.The bi-weekly Consultative Seminar of the Chinese People’s Political Consultative Conference operates in accordance with the corresponding principles,forming a relatively fixed operating procedure with a unique operating mechanism.Its practical operation presents the distinctive features of small scale,high specification,constant cycle and wide integration.Small scale is mainly reflected in the basic control of the number of participants at about 20 each time;high standard is mainly reflected in the fact that the symposium is opened at the level of the CPPCC National Committee,and each meeting is chaired by the CPPCC National Committee,and relevant countries will also be invited.The leaders of ministries and commissions participate;the constant cycle is mainly reflected in the fact that the symposium is generally held once every two weeks except for special circumstances;the broad integration is mainly reflected in the symposium that has passed through various CPPCC consultations such as sectoral consultation,special consultation,counterpart consultation and proposal handling consultation The form of democracy has realized the integration of various forms of consultative democracy of the CPPCC.The bi-weekly Consultative Seminar has the significant advantages of more sufficient consultation interaction,more democratic consultation and more effective consultation.Of course,there are still some practical problems in its internal operating mechanism,external negotiation and linkage mechanism,and social influence.The realistic path for optimizing the biweekly negotiation symposium is to improve the operation mechanism of the bi-weekly Consultative Seminar from the aspects of optimizing the issue generation mechanism,improving the personnel selection mechanism,and improving the achievement implementation mechanism,and forming a two-way interaction mechanism with the local CPPCC and other CPPCC committees.Strengthen the construction of the linkage mechanism of the bi-weekly Consultative Seminar in terms of establishing a working contact mechanism for consultation channels and establishing a coordination and cooperation mechanism with party and government departments,and improve the social influence of the bi-weekly Consultative Seminar by improving and expanding publicity channels,enhancing public participation,and strengthening the construction of negotiation culture.
