| The 14th Five-Year Plan proposes to "modernize the country’s governance system and governance capacity,achieve long-term economic stability,social stability and harmony,and lay a good foundation for building a modern socialist country in an all-round way."The National Government Offices Administration proposed in the Guiding Opinions on Promoting Government Offices Affairs in the New Era(2018]No.116)"To systematically promote the reform of the Government offices affairs management system,focusing on centralized and unified management".At the National Government Offices Affairs Workshop held at the end of 2018 to celebrate the 40th anniversary of reform and opening up,It further clarified the development direction of "one body and two wings" of government office affairs with the direction of promoting centralized and unified management and supported by standardization and information construction.Centralized and unified management of government office affairs refers to a management behavior in which government office affairs administrative departments centrally perform the functions of government office affairs management and guarantee the operation of government offices as a whole in accordance with the principles of the same item,unified standards,centralized funding and resource sharing.To advance the reform of centralized and unified management is in line with the background of the modernization of China’s system and capacity for governance as well as the internal policy requirements of government office affairs.Based on the theory of holistic governance,the author established a research framework and selected Tai’an City as an example to study and discuss the implementation of centralized and unified management reform of municipal organ affairs.Through case analysis,literature research,semi-structured interview and other methods,this paper introduces the development and evolution of the office affairs in Tai ’an City from three main factors:organization,function and personnel.In the process of promoting centralized and unified administration,Taian has adopted measures such as setting up centralized management organizations,integrating management functions,unifying service supply,actively introducing market-oriented operation,and promoting the formulation of local government office affairs system and policies.It is also faced with fragmentation problems such as the existing fragmentation of management institutions,inconsistencies between function setting and work practice requirements,less than expected effect of resource intensification,and fragmentation of cadre and talent team.The reasons for the above problems are no connecting mechanism and system in the"article" of government office affairs,the interest game between departments,the poor matching of laws and regulations in the field of government office affairs,and the concept of government office affairs workers has not kept pace with the times.This study believes that in order to solve the problems in the development of centralized and unified management of municipal organ affairs,we should take the holistic theory as the guidance,and start from four aspects:perfecting the centralized and unified management system,perfecting the writing mechanism of centralized and unified,consolidating the legal basis established by centralized and unified,and cultivating the value concept of centralized and unified.We will continue to bridge the problems of fragmentation in the reform of government office affairs,break through the obstacles in the process of centralized and unified reform,promote the overall high-quality development of municipal government office affairs management,and ensure the high-quality and efficient operation of Party and government offices. |
