A Study On Optimizing Enterprise Start-up Services Under The Background Of "Streamline The Government,Delegate Power,and Improve Government Services" In Yueyang

In recent years,Chinese governments at all levels have been pushing forward the reforms to “streamline the government,delegate power,and improve government services”,and are continuously working to create a market-oriented,legally-based and international business environment.The business environment is known as the soil for the survival and development of enterprises,a first-rate business environment means higher productivity and competitiveness.Business start-up is the starting point of the life cycle of an enterprise and is the key indicator of a place’s business environment,mainly reflecting the level of difficulty for investors to start a business,including the process,time and cost of starting a business.Vigorously enhancing the reform of business start-up service facilitation is of great significance to improving the business environment and supporting local economic development.In this context,this paper focuses on the business start-up services in Yueyang City.On the basis of a review of relevant studies carried out both domestically and internationally,the theoretical knowledge of service-oriented government,process re-engineering and market access is used,together with analysis of relevant literature at home and abroad,field questionnaire survey and horizontal comparative analysis,and the practical experience of the author’s many years of participation in the national and provincial assessments of the business start-up environment in Yueyang City.The current situation and effects of the reform of business start-up services in Yueyang City were comprehensive analyzed,and problems were identified,such as uneven levels of public service construction and services,lagging information platform construction,false registrations disrupting the market order and low efficiency of market supervision,low public understanding of reform policies.At the same time,through further analysis of the causes of the problems,it was found that the main reasons were unreasonable allocation of government service resources,multiple factors restricting the construction of informatization platforms,imperfect construction of supervision system,weak sense of responsibility of market entities,and singularity and bias of the form of publicity.By actively learning from the excellent experience of Quzhou,Zhejiang Province and Beihai,Guangxi,which have entered the top 20 benchmark cities in China’s business environment in 2020,the main insights of strengthening the construction of localization platform,focusing on the standardization and normalization as well as exploring innovation in supervision models were drawn.The above analysis and insights have led to the following suggestions on how to better promote the optimization of business start-up services in Yueyang under the background of the reforms to “streamline the government,delegate power,and improve government services”.Namely to put forward to build a mature institutional system.,improve responsibility awareness and supervision mechanism,promote standardization and standardization government services,innovate and optimize business process,strengthen policy publicity and popularization.
