Study On Problems And Countermeasures Of Rural Elderly Care Services Purchased By Jinjiang City Government Of Fujian Province

In recent years,under the trend of the transformation of government functions,decentralization of government,and the aging of the population,the exploration of the provision mode of old-age care services has become a key project in basic public services.Since China entered an aging society,it has shown that the growth rate of the elderly population is accelerating and the population is aging.This kind of development status is different from the trend of the aging population of the “rich,old,and old” in foreign countries,but it is a new trend of “not getting rich before getting old”.The growth of the elderly population is faster than the growth rate of social and economic development.This will bring about incalculable pension pressure for our country.Because the pension issue is closely related to the overall situation of the country and social development,it is the key to whether hundreds of millions of people can share the development results.Exploring the supply mode of old-age care services in line with the background of the times and further alleviating the pressure on old-age care are the most important problems faced by the Chinese government at this stage.The government has always played an irreplaceable role in the provision of old-age care services.The work of purchasing old-age care services led by it is a new form of provision of old-age care services.It protects the rights and interests of the elderly,increases the provision of old-age care services,maintains social stability,and promotes respect for the elderly.The transformation of traditional culture,the promotion of service-oriented government,and the establishment of China's modern social pension service system have very important practical significance.The government purchases the pension service is a multidisciplinary research field.It is a brand-new research topic.This paper tries to take a county-level city in Fujian Province as the research object,and selects one of the typical villages as a case for analysis and purchases from thegovernment.From the perspective of starting from the perspective of the status quo of the purchase of rural aged care services in Jinjiang City,Fujian Province,the problems and causes of purchasing old-age care services are explored,and finally targeted countermeasures and suggestions are given.This study mainly discusses the following issues:First,using literature research methods,research and analysis of e-journal data,library-related books,statistical yearbook data,government bulletins,etc.that meet the themes of the paper are conducted.Outer theory and practice.Secondly,using field investigation and research methods,we selected Jinjiang JP village for field surveys,and conducted in-depth interviews with elderly service personnel,civil servants,and elderly care facilities staff,and combed relevant government policy documents for the purchase of rural aged care services.At present,the village enjoys the status quo of government purchase of rural aged care services,and finds that there are inadequate institutional guarantee mechanisms for the purchase of services,weak service awareness,beneficiary elderly groups and single purchase content,and inadequate supervision and accountability assessment systems.There are fewer social organizations that have the ability to undertake services,and lack of professional service personnel.Again,the analysis of the causes of the problems in Jinjiang City Government's purchase of rural aged care services is mainly due to three reasons: service buyers,service producers,and service consumers.Finally,it proposes to improve Jinjiang City's proposal for purchasing rural aged care services,that is,the government should improve and implement relevant policies and regulations,improve system protection;increase policy implementation and improve work service awareness;increase capital investment and enrich the beneficiary elderly groups.Purchasing content;perfecting supervision and evaluation systems to ensure the quality of services;cultivating social organizations,cultivating professional pension institutions and professional service personnel.This study contains the following theoretical and practical implications.First,the previous research on government purchase of pension services focused more on the discussion of urban community care service models and issues,ignoring the current situation of elderly careis even more severe.Rural pension issues.The article focuses on the discussion of the problems and countermeasures for the government to purchase rural aged care services,and adds academic achievements in this field.Second,through the study of representative rural cases,it is convenient to set up the government to purchase rural aged care services,and then it can extend the universal rural pension service purchase methods and methods.
