Research On The Operation Status And Optimization Countermeasures Of Community Grid Governance "Responding To The Demands Of The Masses" Mode In J District Of Wuhan City

The Nineteenth National Congress of the CPC clearly put forward that we should build a pattern of social governance of "co-construction,common governance and sharing".It requires that we innovate the mechanism and system of social governance,strengthen the construction of grass-roots governance system,upgrade the level of social governance and realize the modernization of social governance.With the increasing factors and difficulties of social governance,the level of social governance is increasingly demanding.At the same time,innovation and strengthening social governance are of great significance to maintaining social harmony and stability.How to construct a new pattern of social governance through an effective work mode,it is also imminent to study the innovative work mode of social governance.Community is the "cornerstone" of innovative social governance and the main area of developing innovative social governance.Community is the most basic social organization in our country,and it is also a grass-roots self-governing organization that faces the residents directly and receives the guidance of the higher government.The community conforms to the general trend of building the pattern of "co-construction,co-governance and sharing" social governance,realizes the modernization of social governance by innovating the gridded working mode.In this paper,taking J District,Wuhan City,Hubei Province as an example,through the field questionnaire survey,we found the current situation and existing problems of the "responding to the demands of the masses" model,analyzed its causes,and further put forward countermeasures and suggestions to optimize the model.The work mode of "responding to the demands of the masses" is an instant and convenient grid work mode,which takes the masses as the center and gathers various working forces in the grid to solve the problems raised by the masses."Responding to the demands of the masses" is different from the past when people come to the door to solve problems.Instead,it turns into a power in the grid to solve problems for the people.At the same time,it broadens the scope of people’s reflection of problems.All kinds of problems encountered in the grid can be solved through the "responding to the demands of the masses" grid governance channel.After the "responding to the demands of the masses" work,people’s complaints,reports,water and electricity demand,legal consultation and policy consultation can all be reflected through the grid channel.In the past,people’s door-to-door errands were changed into "data information errands",and the service force took the initiative to provide door-to-door services.People only needed to "fill in the content of the appeal,call with one click" and wait for the service of the relevant staff.According to the phenomenon highlighted by the data,this paper discusses the existing problems and causes of the operation of the "responding to the demands of the masses" mode from the aspects of demand collection,power entry,demand circulation,participants and information construction.Through sorting out the questionnaire data and descriptive statistical analysis,it is found that there are still some problems in the operation of the "responding to the demands of the masses" mode in J District.For example,there are still some problems in the collection of demands,such as limited channel sources due to hierarchical relationship,not detailed division of power and responsibility of the forces serving in the grid,imperfect supervision in the process of demands circulation,weak enthusiasm of the participants,and low level of intelligence in information construction.Each problem has its own specific reasons.Based on the analysis of the problems and causes,this paper puts forward the optimization countermeasures of the mode of "responding to the demands of the masses" in J District from the aspects of unblocking the channels of appeal collection,building a clear division of responsibilities and responsibilities,establishing an open process supervision mechanism,guiding residents to actively participate,and improving the intelligent construction of the platform.From the perspective of community governance practice,the investigation and research in this paper found out the current situation and existing problems of the "responding to the demands of the masses" mode in J District,and put forward corresponding optimization countermeasures,which provided practical experience support and reference for further optimizing and perfecting the community governance mode,and was conducive to enhancing the enthusiasm of the masses to participate,broadening the channels for reflecting their demands,clarifying the division of responsibilities of service forces,improving the efficiency of dealing with problems in the grid,promoting the informatization construction of social governance,Realizing the goal of building a social governance pattern of "co-governance,co-construction and sharing".
