| As an international student from Malaysia,while study abroad,it was deeply understood that China’s development of rural areas paid attention to the coordinated development of urban and rural areas,implemented urban-rural integration,and worked hard to abolish the dual system of urban and rural areas.The situation in Malaysia is similar to that of China.There are obvious differences between urban and rural areas.Some rural areas are underdeveloped and weak in economy.Therefore,it is highly encouraged that Malaysia can learn from China on how to apply the development of rural tourism economy to drive local development and realize the social,cultural and economic development of urban and rural areas,with the coordinated development of policies and ecology,combined with the multi-center governance theory,to propose the government-enterprise joint venture,and the grass-roots collaborative governance model as the implementation policy,to further improve the rural governance model in Malaysia.This study involved conducting a questionnaire survey on the rural areas of Sarawak,and review through research literature on rural governance by Malaysian scholars in order to understand the current situation of rural governance and explore the problems and challenges faced by rural governance in Malaysia.Regarding the questionnaire survey,the research was conducted in Sarawak,in the East Malaysia on the Island of Borneo.Sarawak is the largest state in Malaysia.Its overall area is almost equal to the sum of all the states in West Malaysia(Peninsula Malaya).It has many under-developed inland rural areas.The surveyed areas covered rural tourist destinations in 12 divisions in Sarawak.Out of the 602 questionnaires distributed,596 questionnaires(99%)were completed and available for analysis.The questionnaire survey focuses on 6 problems faced by rural governance,including the lack of infrastructure construction and maintenance,low rural economic level,the mere formality of rural governance,the weak ability of rural self-reliance,and the loss of the rights of rural residents,as well as the low level of education and culture in rural areas.While conducting the research,various studies related to successful cases of rural governance in China were read,reviewed,and analyzed.The proposed optimization path of rural governance is the joint venture between the government and enterprises,and 6implementation strategies for rural governance are proposed for this research.This optimization method is based on the model of government-enterprise joint ventures and grassroots collaborative governance based on the ancient villages in Anyi.Then it was integrated and combined with the governance problems faced by Malaysia.As a result,6 rural governance implementation strategies are formulated,namely improvement of infrastructure construction,improve production and sales methods,cultivate and develop agricultural associations and village management committees,improve rural education and cultural level,strengthen supervision functions,and lastly,conduct joint ventures with enterprise organizations. |
