Due to the strength of the Chinese political system reform deepening, administration officials in our country, especially the civil service job content and forms are affected by the reform, then important changes. However, at present our country civil servants behavior of the lack of enthusiasm and initiative is obvious. For better management of civil servants behavior, can the performance behavior of organic combination, image of civil servants, reveal and explore the formation mechanism of civil servant’s performance has a certain significance in the context of the current reality. In addition, the relationship between the phenomenon is common in government organizations in China. In the organization of all kinds of relations, the most critical type of relationship is the relationship between the superior and the subordinate (Guanxi). The background of western culture have difference is that Chinese culture under the background of organization staff attaches great importance to the building of good personal relationship and maintenance. Thus processing and maintain good relationship between the superior and the subordinate is effectively manage key elements of the civil servants.Therefore, this research will be to the localization of leadership theory, the theoretical basis of paternalistic leadership, to explore the Chinese culture under the background of paternalistic leadership the influence mechanism of civil servant’s job performance. Research from the head of the leader-member exchange, parent-child relationships and commitment to three intermediary paths, respectively, to explore and reveal the paternalistic leadership effects on job performance. Paternalistic leadership have already been shown to pattern to be effective, must consider the influence of Confucian culture, especially traditional values in employees. So the introduction of civil servants is an important traditional regulation mechanism, and to explore and examine whether the traditional aspects of the influence of Chinese paternalistic leadership has an important boundary.Through the literature review and finishing, this study reveals the development course of paternalistic leadership theory research, and the cultural background. Meanwhile it points out that the theory of paternalistic leadership differs from the western leadership effectiveness of the leadership of the Chinese significant additional explanatory power. According to the existing research, this paper proposed a paternalistic leadership of three dimensions and the direction of the relationship between civil servant’s job performance, three paths of paternalistic leadership and job performance, as well as the paternalistic leadership effectiveness of boundary variables such as the three research questions. At the same time, this paper put forward in this paper, the background of Chinese paternalistic leadership on the influence mechanism of civil servant’s performance study of the theory of the model. For further validated in this paper, theoretical model, from the empirical study based on 404 units from a city in gansu province and in the government department supervisor matching data, the empirical results show that (1) the paternalistic leadership of three dimensions of civil servant’s job performance is the influence of different direction:kindness leadership positively predict job performance; Morality leadership positively predict work performance. Authoritarian leadership negative predict job performance; (2) in charge of evaluation intermediary variable in paternalistic leadership and manager performance evaluation work relations play a mediating role; (3) civil servants evaluation intermediary variable (competent leader-member exchange, parent-child relationships, commitment) in paternalistic leadership and civil servant performance evaluation work relations play an intermediary role; (4) in paternalistic leadership and three traditional intermediary variables play a regulatory role in our relationship.This study based on China’s Confucian cultural background, in a county district government civil servants as the research object, explore the paternalistic leadership in the operation mechanism and performance of government agencies, to understand the management of civil servants in government organizations, enrich the theory of paternalistic leadership research has certain theoretical significance. This article introduce the localization of leadership theory in the study of the civil service performance of the government, with the Chinese culture under the background of relationship (Guanxi) to explain the mechanism of action between leadership style and job performance, examines the influence mechanism of civil servant’s performance under different Angle of view, and the differences between two kinds of mechanism. Research conclusion of this paper enrich the theory of paternalistic leadership system, expanding the theory of paternalistic leadership influences the performance of civil servants point of view, reveal the paternalistic leadership on the influence mechanism of civil servant’s job performance, to effectively predict the civil service attitude and behavior to provide the theoretical basis and method guidance. In practice, managers should show mercy shuter behavior, more less performance play politics to bully behavior; Government leaders should maintain a good relationship with all departments subordinate development, attention and guidance; It is necessary to strengthen the interaction between higher and lower work, enhance personal relationship; Strengthen government regulators selection and training, strengthen the civil servant’s commitment to the competent leadership level; Make full use of the civil service of the traditional values, to strengthen their sense of belonging to the government organization.
