| The education of children of floating population is not only an important factor in achieving social stability,but also an important process to break registered residence barriers and achieve educational equity.How to effectively solve the contradiction between limited educational resources and unlimited educational needs,formulate scientific and reasonable admission policies and make them effectively implemented is a problem that the inflow government must face up to and strive to solve.The integral enrollment policy for the children of the floating population in Suzhou is an important measure to break the educational registered residence restrictions and provide the children of the floating population with the same high-quality educational resources in the inflow areas.This paper is committed to studying the preliminary preparation,the current situation of floating children’s education,social reflection and impact,and the phased effect of the implementation of the integral enrollment policy in Suzhou during the six-year period from 2016 to 2022.Combined with Smith’s theory of policy implementation process model,policy process and policy implementation,Analyze the important factors affecting the implementation effect of Suzhou integral enrollment policy.By comparing the advanced practices of the implementation of integral enrollment in Xiamen,Shenzhen,Dongguan and Shanghai,combined with the analysis of the problems and causes in the implementation of Suzhou’s own integral enrollment policy,this paper summarizes the relevant beneficial experience and puts forward the optimization path.Through the interpretation of relevant policies,literature review,questionnaire survey,interview and scientific analysis of the survey data,this paper believes that the implementation of the integral enrollment policy in Suzhou has basically achieved the expected objectives of the policy,protected the education rights and interests of the children of the floating population to a great extent,reduced the number of left behind children to a certain extent and improved the reliability of the government’s public services,It has made great contributions to promoting the equalization of public education services.At the same time,there are also many deficiencies,such as too high policy threshold,complex procedures for applying for points,weak policy publicity and supervision,and lack of innovation in management and operation.Then,this paper analyzes the causes of the problems,including the unclear diversity of policy design,the weak guidance of policy executive organs,the insufficient strength of handling training,the different quality of target groups and the unbalanced supply of educational resources.At the same time,it puts forward optimization suggestions from the policy itself to the implementation of the policy,such as optimizing the top-level design,Narrow policy differences,improve supporting measures,optimize the main body of implementation,strengthen the organizational system,establish information sharing,improve implementation methods,simplify handling procedures,improve publicity awareness,grasp the accuracy of publicity,optimize the reward and punishment system,establish a more perfect supervision mechanism,strengthen resource cultivation,accurately allocate resources and other policy implementation optimization paths. |
