| Since the reform and opening up,drug governance has become one of the hot issues discussed in the field of social governance nationwide and even the whole world.In the report to the 19th National Congress of the Communist Party of China,"Building a social governance pattern featuring joint contribution,joint governance and shared benefits",highlighting the need to play the role of social organizations and realize the positive interaction between government governance,social regulation and residents’self-governance.At present,various kinds of anti-drug social organizations are booming in China,and they are very active in the field of drug problem control.As an important part of the anti-drug social organzation,the Anti-drug Association has given full play to its unique advantages and organizational resources,and injected new vitality and vitality into the power of the drug problem governance.This paper selects the Anti-Drug Association of J City as the research object,through the detailed investigation of its establishment process,organizational nature,organization,operation mechanism,personnel composition,and asset management,that the drug association has full feasibility and inevitability in the governance of drug problems,is a beneficial attempt of social governance innovation.However,due to the lack of government support,the defects of the anti-drug association itself,and the low recognition of the social environment,the anti-drug association faces many difficulties in the process of participating in the governance.Furthermore,this paper fully grasps the internal connection between drug association in multiple governance,voluntary failure and resource dependence theory,and reveals that the current situation of drug association participating in drug governance is faced with many problems such as registration and certification,internal construction,fund operation guarantee,personnel team management and embedded functional operation.This paper believes that it is possible to explore why the anti-drug association faces many difficulties from four aspects:not unobstructed policy environment,unequal government and social relations,imperfect institutional construction,and insufficient social participation,and then explore the optimization path of the anti-drug association participating in the governance of drug problems.Therefore,this paper believes that while giving full play to the advantages of drug control association participation in governance,we should properly solve the difficulties from three aspects of government supply resources,social organization own resources and social demand resources,so as to realize the benign development of drug control association participation in drug problem governance. |
