| COVID-19 in early 2020 brought great influence to the country and people,and brought great challenges to the world’s emergency management,which made the country and scholars pay more attention to the emergency management,especially the improvement and development of grass-roots communities’ emergency management.With the superposition and spillover of social risks and natural risks,various crises are intertwined,and the secondary and derivative effect is remarkable,resulting in many incidents of grey rhino and black swan.Community has become the frontier of emergency management,the origin of public crisis and the direct receiver of emergency events.Community emergency management affects the safety and happiness of residents,the harmony and stability of the community and the dynamic order of state governance.The multiple subjects of community emergency management has changed from being dominated by the party and the government in the past to being diversified,interactive and reticular,but there are many obstacles in multi-governance.According to the requirements of the modernization of current governance system and governance capacity,and the trend of emergency management at the grass-roots level,this paper takes community emergency management as the starting point and the mechanism construction and improvement of multi-subject collaborative participation as the foothold to explore and study,hoping to improve the theoretical system of multi-participation,enrich the theoretical system of emergency management,and provide guidance and reference for multi-subject participation of community emergency management.After the analysis of foreign research on multi-participatory community emergency management and the use of Citespace to comb the domestic literature,we found the lag of current research,sorted out the research ideas of this paper,and found the possible innovations.Relying on the polycentric governance theory,this paper introduces the concepts of normal and abnormal,puts forward the viewpoint that community emergency management can be divided into normal and abnormal stages,sorts out the subjects involved in community emergency management,and clarifies the functional orientation of each subject in normal and abnormal emergency stages.On the basis of the combination of theory and practice,through the second-hand data analysis of Qingheju community in Wuhan and the first-hand investigation of D community in Wenjiang,Chengdu,this paper makes a comparative study of normal and abnormal community emergency,and explores the obstacles and its reasons of multi-participation in community emergency management.The results show that due to the imperfect participation system,the lack of training and education,the obstacles of information communication among the subjects,the weak awareness of science and technology and the limited community emergency funds,there are realistic obstacles in the current multi-participation in community emergency management,such as the absence of emergency subjects,the lack of ability of participants,the cooperation dilemma among the subjects,and the lagging application of emergency science and technology.Based on the analysis of the above problems,This study considered that it is necessary to improve laws and regulations and incentive mobilization system for the whole community emergency cycle;Emergency management in normal communities stage needs to strengthen publicity and education,build professional teams and strengthen emergency fund guarantee;Emergency management for abnormal communities stage needs to improve emergency response capability,strengthen information exchange and promote emergency scientific and technological support. |
