The Research On The Multiple Subject Participation In Environmental Emergency Management

In recent years, with the rapid development of economic globalization, various unstable and uncertain factors which effect instability of national security, public safety, social order and environmental safety have been increasing fast, which bring about more natural disasters and sudden environmental events, characteristics of the "risk society" is more obvious. In a country as China as a developing country which has so special geographical and climatic conditions, natural environment and basic conditions, moreover, China is in an imbalance period of economic and social development, the frequency of public crisis cannot be avoided.On the one hand the government takes the spokesman of the public interest, performer of the public right as well as the super intendent of the public affairs, which gained many experiences in dealing with the crisis process, and requested to play the leading role in the management, However China's current crises-governance mode which emphasizes the principal role of the government shows its defects in dealing with those public crises. With the development of the civil society, governance theory and third sector, non-government main body grows strong, and also requests to participate positively. Therefore, it has great importance to research the multiple subject participation in the sudden environmental events, which can realize the positive interactions between the government, the Non-governmental organizations, the Profit-organization, the social public, the news media as well as the International organization and other main bodies.The thesis centers on the multiple subject participation in the emergency management of sudden environmental events. First of all, it analyzes in details the roles of multiple subject involved in the sudden environmental events based on the clarification of the theories of governance theory, synergetic theory and civil society. In the meanwhile, it expounds on conception of multiple subject participation in environmental emergency management, the characteristics of environmental emergency and the necessity of the participation of multiple subject. In addition, the thesis presents China's current state of multiple subject participation in environmental emergency management, then, it points out explicitly the problems emerging from polycentric coordination and foreign experiences, such as the USA, Japan and the UK. Finally, constructive countermeasures and suggestions are made to help to materialize our country's multiple subject participation in environmental emergency management.
