Research On The Optimization Of Business Environment In Nanchong City Form The Perspective Of Reform Of Release Regulation And Service

There is a saying goes,“Fertile land makes rice fragrant”.A good business environment can push potential investors and entrepreneurs to become the main players in the market,and transform their enthusiasm for investment and entrepreneurship into momentum for social and economic development.In the new era,the Party and the country have continued to deepen the reform of "streamlining administration and delegating power,improving regulation,and upgrading services",and local governments continue to optimize the business environment.Nowadays,a good business environment has been of great importance for promoting the high-quality development of the local economy,which mainly relies on the local government to provide market players with convenient procedures,transparent supervision measures and high-quality government services.This paper selects Nanchong City’s business environment as the research object because Nanchong City is economically developed among cities in the western region and has a certain degree of representativeness.The research on business environment construction of Nanchong city is helpful for other cities of the same type to learn and reference.Since 2015,Nanchong has issued a series of policies and measures to build the business environment,which has made some achievements compared with the past.However,there are some urgent problems to be solved in the construction process,which have affected the healthy and sustainable development of economy.Based on New Public Service Theory,Service-oriented Government Theory and Market Failure Theory as the theoretical foundation,this paper adopts the methods of literature research,comparative research and questionnaire survey,and select the business environment of Nanchong City,which was less studied in academic circles,as the research object.At the same time,from the perspective of the reform of "streamlining administration and delegating power,improving regulation,and upgrading services",this paper explores the construction of Nanchong’s business environment in recent years in depth through questionnaire survey,and digs out the existing problems in the construction of the current business environment from multiple perspectives.Through the investigation,it is found that the existing problems include the inaction of functional departments,the low efficiency of local government services,the slow realization of preferential enterprise policies,the high cost of enterprise operating factors,and the poor experience of enterprise legal environment.Based on this,the reasons for the above problems have been deeply excavated,including insufficient organizational guarantee of business environment,the imperfect training and talent training mechanism of relevant systems,the inadequate transformation of service-oriented government,the absence of supporting policies for investment attraction,the "weakness" in the construction of legal environment,etc.Based on the construction experience of advanced areas in the business environment at home and abroad,the paper then puts forward suggestions for political optimization of the current status of the business environment in Nanchong.Suggestions include strengthening the organization and guarantee of the business environment,improving the capacity training mechanism for government officials,formulating a local business environment system,innovating the mechanism of high-end factors,and creating a good legal environment,which provides a valuable reference for Nanchong City to formulate accurate policies and measures to optimize the business environment.
