Research On The Problems And Optimization Strategy Of Business Environment In The East New Area Of CD City:A Devolution-Management-Service Perspective

Enterprises are the most dynamic market-oriented entities in national economic development,an important support for new economic development and new kinetic energy,an important source of innovation and creation,and a key element of entrepreneurship and employment.They are crucial for my country to fully realize the goal of socialist modernization.A good business environment is the primary prerequisite for attracting and cultivating enterprises.Optimizing the business environment is conducive to further deepening reforms,improving the sense of gain of enterprises,liberating productivity,and developing productivity,which has been the focus of governments at all levels and related institutions.focus on.The Eastern New Area of CD City is the bridgehead for the construction of urban agglomerations in the southwest region.Since its listing in 2020,it has received high attention from all walks of life.As a provincial key new area,its business environment optimization has been listed as the top priority of the adminstration committee.Based on this,this paper takes this case as a case,combined with the central government’s spiritual instructions on "delegating power,delegating power and serving",to carry out research on the optimization of the business environment,mainly as follows:First,the status quo and problem analysis.This paper investigates the current situation of the business environment in CD Eastern New Area.It mainly analyzes the current basic situation,functional management institutions,and business environment of the district.On this basis,a business environment optimization expert group was formed to start a project study.Under the discussion with the expert group,the business environment survey and evaluation indicators were set,and the evaluation data was obtained,and the main problems existing in the current business environment were identified.Second,analyze the cause of the problem.Based on the literature review and the discussion with the expert group,the root causes behind the existing problems were found out,which laid the foundation for the subsequent problem solving.Finally,optimization countermeasures are proposed.Combined with the cause of the problem,this paper combines the actual situation of the CD Eastern New Area,and sorts out targeted optimization strategies on the basis of literature review and expert group exchanges and discussions.These strategies combine the core requirements of the central government on "delegating power,delegating power and improving services",as well as the collective wisdom of myself and the expert group,which can improve some practical problems faced by the business environment of the CD Eastern New Area to a certain extent.To sum up,based on the business environment improvement case in the eastern new area of CD City,this paper investigates the current situation of its business environment,analyzes the main problems,and proposes targeted optimization strategies.The research in this paper helps to solve the practical problems in the improvement of the business environment,and can provide reference for other similar theoretical research and practice.
