Promoting the construction of low-income housing can improve the quality of life of urban middle and low income groups,better respond to people’s livelihood needs,and has a positive impact on boosting people’s happiness index and promoting social harmony and stability.This paper focuses on exploring the implementation of the affordable housing policy in Harbin,and proposes corresponding countermeasures according to the current situation.Taking the affordable housing construction in the main urban area of Harbin as the research object,this paper analyzes the problems from the perspectives of policy formulation and policy supervision.It is found that the scope of benefit groups is unclear,the withdrawal mechanism needs to be improved and other problems.In policy implementation,the government should take the lead,strengthen supervision and management,ensure the smooth construction of low-income housing,improve the government’s execution power,and make the policy more inclusive.In this paper,the realistic demand for affordable housing in Harbin is systematically reviewed,so as to promote its construction and development,promote the formation of a virtuous cycle of real estate construction,meet the social service needs of the public,improve the quality of life,and enhance happiness.Accelerating the construction of government-subsidized housing is a major challenge we are facing at present.It is the general trend that high-quality government-subsidized housing should lead development.Under such circumstances,we should focus on the construction of housing and ensure that people have adequate housing.
