For a long time,rural collective economy has been the economic basis for grassroots party organizations to serve the masses and ensure people’s livelihood,and a necessary guarantee for grassroots Party organizations to maintain a close relationship between the Party,the masses,the cadres and the masses,maintain rural social and economic order and consolidate the governance foundation.However,rural areas are increasingly showing a diversified and differentiated development trend,especially in the development of collective economy.For the grass-roots party organizations,the influence gradually decreased.Taking P City as an example,this paper systematically and deeply discusses the measures and problems taken by grass-roots party organizations leading the rural collective economy in P City under the background of rural revitalization.The investigation found that in the process of leading the collective economic development,the grass-roots party organizations in P city fully rely on the organizational advantages of the grass-roots party organizations,give full play to the powerful organizational strength of the grass-roots party organizations in organizing the masses,coordinating resources,and guaranteeing the system,and actively explore the new way of developing the new rural collective economy with resource integration as the starting point and market-oriented operation as the path.We will effectively activate the potential of rural collective resources,cultivate and expand new types of agricultural operators,and promote stronger villages and richer people and common prosperity.By the end of 2022,the collective economic income of all298 villages in the city will exceed 500,000 yuan,an increase of 60 percentage points compared to 2020,which shows that P City has achieved remarkable results in the development of rural collective economy.In the process of investigating the development of rural collective economy led by grassroots party organizations,it is not difficult to find that the rural collective economy,due to a long-term lack of effective control and a great degree of disconnection from the market,has led to a large loss or waste of rural public resources in the absence of management and protection,and most of the modes of rural collective economic income increase are formed by free growth.Much depends on whether there is a responsible and strong party organization,but in fact,most grass-roots Party organizations have neglected the important mission of developing the collective economy for a long time.As a large traditional agricultural city,P City has for a long time relied on land economy,village economic development thinking is solidified,the road is not wide,this problem is common in most northern areas,so the path of P city to solve the difficult problem and develop the collective economy has strong reference and reference significance,and has strong replicability.Through in-depth research and analysis,the paper puts forward the following countermeasures to the development of rural collective economy led by grass-roots party organizations under the background of rural revitalization: First,explore the establishment of a new rural collective economic development mechanism,organically combine organizational power with market power,and promote the preservation and appreciation of rural public resources;Second,strengthen the leading role of grass-roots party organizations and fully stimulate the enthusiasm of grass-roots party organizations to develop the collective economy;The third is to improve the intensity of policy support,to integrate all kinds of resource policies and continue to lean towards villages,to give rural collective economic development broader space and more opportunities.
