| Community correction was introduced into China in 2003 and has been implemented for more than ten years.This policy can be regarded as a means of social governance for special groups.This work is of great significance to the long-term stability of the country and is an important system to comprehensively promote the modernization of the national governance system and governance capacity.It is also an important starting point to realize the construction of a socialist society ruled by law with Chinese characteristics in the new era.How to supervise,manage,educate and help the objects of community correction in a complex and diversified social environment,and maintain social harmony and stability,is a great test for the social governance system and governance ability at the grassroots level.Therefore,it is very meaningful to discuss the implementation of this policy at the grassroots level.Based on Smith model and cooperative governance theory,this paper takes the implementation of community correction in District J as a sample,and studies the existing problems and optimization directions in the implementation of community correction policies at the grassroots level from four dimensions:idealized policies,implementing agencies,correction groups and implementation environment.At present,although the implementation of community correction policies in District J has been steadily promoted,there are still problems such as imperfect policy system,limited capacity of policy implementation institutions,poor effect of correction on community correction objects,and great resistance to the implementation of grass-roots policies under the current policy implementation environment.Smith’s policy analysis model is used to analyze the causes of the above problems.The main reasons are:the development of policies at the grass-roots level cannot keep up,the lack of supporting explanatory provisions and local implementation rules and other policy support in accordance with local conditions;The lack of coordination among the departments of policy implementation,the lack of professional incentives for the full-time police officers responsible for grass-roots policy implementation,and the low participation rate of social forces in the correction team;The object of correction is not cooperative and the means of execution of correction are more traditional;The environment in which policy is implemented is also influenced to varying degrees by human and financial factors.Combining with the actual situation of District J,this paper puts forward suggestions to improve the quality and effectiveness of community correction policy implementation from four aspects:the policy itself,the implementing agency,the target group and the policy environment.First,continue to improve the policy system and strengthen the feedback mechanism of policy formulation;Second,strengthen the coordination among the implementation departments,improve the professionalism and stability of the implementation team,and encourage social forces to participate in the implementation of policies;Third,carry out individualized persuasion education and help measures,promote wisdom correction and information correction;Fourth,expand the publicity to build a benign interactive relationship of community correction and increase the financial support for the implementation of community correction policies. |
