Research On Collaborative Legislation For Epidemic Prevention And Control In The Yangtze River Delta Region

The outbreak of New Crown Pneumonia in late 2019 was the fastest spreading,most widespread and most serious public health emergency since the founding of New China,seriously hampering the normal functioning of the regional economy and society and the lives and health of the people.The Yangtze River Delta region has a highly mobile population,a developed transportation network and active economic development,and once an epidemic situation occurs,its destructive power and impact will be immeasurable.Therefore,the concerted efforts to prevent and control the epidemic in the region are not only related to the safety of 235 million people in the Yangtze River Delta region,but also to the overall national efforts to contain the spread of the epidemic to neighbouring provinces.From the current practice of epidemic prevention and control in the Yangtze River Delta,it can be seen that each region has done a good job in "guarding the land and taking responsibility" and legislating "individually",but the lack of collaborative legislation on regional epidemic prevention and control is extremely detrimental to the prevention and control of cross-regional and even national epidemics.Therefore,the Yangtze River Delta needs to strengthen the rule of law cooperation among the provinces and cities in the Yangtze River Delta,improve the legislation related to epidemic prevention and control,and accelerate the pace of collaborative legislation on epidemic prevention and control in the Yangtze River Delta region,so as to provide rule of law support to win the battle against epidemic prevention and control in a comprehensive manner.The content of this paper is divided into the following sections:Chapter 1 is the basic theory of regional collaborative legislation.By analyzing and defining the basic concepts of regional collaborative legislation,this chapter discusses the relevant theories of regional collaborative legislation and puts forward the basic principles that need to be observed for collaborative legislation on epidemic prevention and control in the Yangtze River Delta region,which lays the foundation for the subsequent discussion and is also the premise of this paper’s research.Chapter 2 is an examination of the current situation of the legislation on epidemic prevention and control in the Yangtze River Delta region.This paper takes the Yangtze River Delta region,which is representative of the current joint prevention and control of epidemics,as a reference,and summarises the facts and existing experiences of local legislation on epidemic prevention and control in the Yangtze River Delta region by sorting out and analysing the current legislative situation in the three provinces and one city in the region,so as to pave the way for the next chapter to analyse the need to strengthen collaborative legislation on epidemic prevention and control in the Yangtze River Delta region from the rule of law level.The third chapter describes the need to strengthen collaborative legislation on epidemic prevention and control in the Yangtze River Delta region.It is pointed out that collaborative legislation is a practical need to co-ordinate epidemic prevention and control with economic and social development,to eliminate problems in local legislation,to deepen the practice of public health integration in the Yangtze River Delta and to promote the collaborative development of the Yangtze River Delta.It focuses on the problems in the current local legislation on epidemic prevention and control,and concludes that the Yangtze River Delta should carry out collaborative legislation on epidemic prevention and control as soon as possible.Chapter 4 puts forward countermeasure suggestions from the perspective of accelerating the promotion of collaborative legislation for epidemic prevention and control in the Yangtze River Delta region.In response to the dilemmas faced by regional cooperation at this stage,it is proposed that the prevention and control of epidemics in the Yangtze River Delta region needs to select an appropriate collaborative legislative model,establish the concept of cooperative and shared governance,clarify the authority of legislative subjects,improve the content of collaborative legislation,focus on the synergy of the legislative process,and at the same time focus on the establishment of a mechanism for the coordination of health interests,so as to accelerate the establishment of cross-regional collaboration and joint prevention and control mechanisms and make due contributions to the overall situation of national epidemic resistance.
