Research On The New Model Of "1+4+N" Community Governance

Community governance is an important part of national governance and an important area of national social governance.Improving urban community governance in order to create social governance suitable for the new era has become a hot topic of research today.With the in-depth promotion of the concept of "building,managing and sharing" and ensuring the main position of people,community governance has been developing in the governance practice around the world.In the course of continuous exploration,we are looking for innovations in the model and management methods.The community governance needs the participation of residents,the community management mode is not practical,the management mode can not match the people’s will of self-government,the residents are not satisfied with the quality of the management mode and service in the community,the residents are not willing to participate,the residents’ awareness of self-government is weak,the phenomenon of hitchhiking is frequent,the community subjects are working on their own,the awareness of cooperation is weak,the mechanism of conflict and dispute resolution is incomplete,and some other governance dilemmas occur.It is necessary to explore innovative ways of community governance model and improve the level of self-governance and synergy of the community.This paper explores the new governance mode of community governance model by taking the effective practice of Harbin Xusheng community as a research sample.In this study,the "1+4+N" party building model is applied to the community governance model,and a comparative analysis of the model before and after its application is conducted.It is verified that the "1+4+N" community governance model strengthens the main core position of grass-roots party building,and uses party building as the policy leader to do overall macro-control.In order to consolidate the management function and responsibility of the grassroots self-government organization of the community committee,optimize the service capability of the property company,strengthen the organizational power and appeal of the property committee,and give play to the role of volunteer organizations in the field of public services,and the four organizations cooperate with each other and play their respective advantages in collaborative governance.Through the optimization of the four organizations in management and service,the living environment of the community is improved to enhance the satisfaction of residents and promote their willingness to participate.A questionnaire was distributed to the residents of the sample communities,and the research hypotheses were formulated on the three dimensions of improvement identity,satisfaction and willingness to participate after the application of the "1+4+N" model.spss26.0 was used to correlate the mediating effects of community improvement identity,residents’ satisfaction and residents’ willingness to participate,and regression analysis was conducted.The results of the study show that the "1+4+N" community governance model consolidates the overall leadership of the grassroots party building,strengthens the collaborative governance among the four organizations,enhances the service capacity and management level of the four organizations,and the improvement of community services and management positively affects the residents’ willingness to participate.There is a mediating effect of community improvement,residents’ satisfaction and residents’ willingness to participate.Based on the above findings,we propose improvement suggestions and innovative ideas to address the remaining shortcomings.
