Research On The Cooperation Between China And Central And Eastern European Countries From The Perspective Of Regional Public Goods Theory

The research on regional public goods and regional cooperation has been getting attention in the academic field.Under the theoretical framework of regional public goods,this paper summarizes the type,scale and characteristics of regional public goods provided by China through case study of Cooperation between China and Central and Eastern European Countries(Cooperation between China and CEE Countries).According to the theory of regional public goods,this paper finds that the regional public goods provided by China in the Cooperation between China and CEE Countries can be divided into three categories,which are regional public goods of financial and free trade system,regional public goods of security maintenance,and regional public goods of institutional environment.The regional public goods of finance and free trade system are mainly in three aspects,namely investment and financing cooperation,financial institution cooperation and monetary cooperation.The regional public goods of security maintenance include two categories,which are related to traditional and non-traditional security.Concerning cooperation in the field of traditional security,China and CEE countries have mainly conducted their cooperation on the premise of respecting EU integration.In the field of non-traditional security,China and CEE countries have benefited a lot from their cooperation in energy security and public health security.As for the provision of regional public goods in the field of regional institutions and environment,China has established a series of "third-party cooperation" access mechanisms in the China-CEE cooperation,covering the establishment of government and local institutions,associations,think tank networks,forums and openness.In addition,this paper also discusses the utility evaluation of China’s regional public goods supply in the China-CEE cooperation.This paper evaluates the effectiveness of China’s regional public goods supply in the Cooperation between China and CEE Countries from three dimensions,namely the development of sub-regional cooperation,the diplomatic relations between China and Europe and the views of western think tank and scholars.This paper finds that China’s regional public goods supply in the Cooperation between China and CEE Countries is diverse,large in scale and wide in coverage,which shows that the Chinese government and society attach great importance to the Cooperation between China and CEE Countries,and the cooperation is fruitful,practical,high in gold and sustainable,which greatly promotes the development of subregional cooperation.This paper holds that since the establishment of the cooperation,various types of regional public goods provided by China in the Cooperation between China and CEE Countries have not only promoted the sub-regional cooperation with CEE countries,but also promoted the development of economy,trade and connectivity between China and Europe through "fan out from point to area".By reviewing the views of scholars from Western think tanks,this paper proposes that China should actively promote exchanges and communication,promptly respond to doubts and misunderstandings from both the CEE countries and EU,strive to create a good atmosphere for bilateral and multilateral cooperation,and strive to make the China-CEE cooperation platform an open and transparent platform for international cooperation.Finally,this paper uses analytic hierarchy process(AHP)to analyze the motivation for China to provide regional public goods in China-CEE cooperation from the regional factor of the EU,the sub-regional factor of Central and Eastern Europe and the domestic factor of China.This paper believes that in order to deepen integration,the European Union has exerted its economic power to make CEE countries highly dependent on it through the leverage of the common agricultural policy and structural funds since its eastward expansion.Therefore,when European integration encounters difficulties,the vacuum created by the EU in the economic field of central and Eastern Europe is bound to provide impetus to China’s public goods in the cooperation between China and CEE countries.From the sub-regional perspective,the pragmatic or friendly attitude of the governing parties and heads of state in CEE countries towards China has also promoted the smooth provision of regional public goods in China.From the analysis of China’s domestic factors,China’s popularity in the global infrastructure market has also laid a solid foundation for the smooth progress of China’s infrastructure projects in this region.Through further investigation and research,this paper holds that China mainly provides regional public goods related to connectivity in the cooperation between China and CEE countries,such as the Pelesac Bridge project in Croatia and the construction of infrastructure such as the Budapest-Belgrade railway.Therefore,it can be said that the financial and free trade system,regional pubilc goods of security maintenance and institutional environment provided by China mainly focus on connectivity.This paper argues that by providing public goods of connectivity,China will pay corresponding cooperation costs to obtain cooperation benefits such as international reputation,release excess industry capacity and promote Chinese enterprises to go global.At the same time,it will also help central and eastern European countries improve infrastructure and promote local economic and social development.In addition,it will help promote global economic and trade liberalization.Most importantly,it will contribute to building a community with a shared future by making full use of China’s wisdom,strength,and solutions to world economic development.
