Food and beverage takeaway is a new food consumption model based on online and offline transactions.It is favored by the majority of consumers because of its convenience,speed and variety.Under this trend,food and beverage delivery platforms led by Meituan,Ele.me and other platforms have been formed,and the number of online ordering has grown rapidly across the country.However,with the development of the market,various problems such as poor food quality,poor workshop environment,and unproven business address have gradually emerged.The color and taste of takeaway food have expired and deteriorated,the outer packaging has been contaminated or opened,and the phenomenon of secondary pollution or cross-pollution of dishes in the delivery process has been repeatedly forbidden,leading to continuous complaints and reports and endless disputes.In recent years,the CCTV 3.15 Evening party publicly exposed the problem of black workshops in the food takeout industry.The deputies of the National People’s Congress and members of the CPPCC have also submitted several proposals on strengthening the supervision of food safety in the food takeout industry.The State Administration for Market Regulation has pointed out that the fundamental requirements of "four strictest" should be strictly implemented to ensure the safety of people’s mouthpiece.The government supervision of catering take-out has gradually become a topic of discussion and attention.Based on public management and government supervision as the core,this paper considers how to organize and allocate resources and forces in the field of food safety in catering and take-out,and uses various policy,legal,economic and technical means to achieve the objectives of government administration.In terms of theory and practical application,mainly based on the holistic governance theory,collaborative governance theory and intelligent supervision theory,literature research method,case study method and field research method are used to take the supervision personnel and supervision objects of catering takeout in Xinghua City as the research scope.By conducting interviews with government regulators,take-out deliverers,regulatory platforms and some consumers in Xinghua,the paper sorts out the basic situation of take-out food safety supervision in Xinghua,regulatory reform,regulatory subjects,regulatory objects and other aspects.The paper analyzes a series of problems such as the lagging construction of government supervision system,the lack of supervision in the main links of food and beverage takeout,the weak guarantee of government supervision elements,the lack of standard supervision of food and beverage takeout platform,the cross-function of government supervision agencies,and the insufficient play of social supervision,and analyzes the causes behind the problems:first,the food safety management mechanism of food and beverage takeout is not perfect;Secondly,the main links of government supervision is not in place;Third,the supervision force is not sufficient;Finally,the social co-governance mechanism is not sound.This paper draws on the experience of government supervision of take-out food safety in advanced cities in China.Through comparative analysis and summary,it can be concluded that although there are great differences in social environment,economic level and lifestyle in different places,in terms of food safety supervision of take-out food industry,operators’ access conditions can be restricted,multiple forces can be encouraged to participate in supervision,and a serious punishment and accountability mechanism can be established.This paper puts forward some specific suggestions on how to strengthen the government supervision of take-out food safety based on the problems and experiences in the next step:First,improve the government supervision system of take-out food safety in Xinghua City.A complete policy support system has been formed in the establishment of a complete legal system,the establishment of a market access mechanism,the establishment of a long-term management mechanism,and the improvement of the credit evaluation system.Second,we need to innovate the model of IT supervision.To strengthen the construction of information platform,improve the food safety traceability,innovation of government supervision mode,promote the construction of smart supervision and other aspects to form a technical force to strengthen policy supervision.Third,we will strengthen oversight at the community level.We will build synergy in strengthening personnel training at the grassroots level,improving the level of law enforcement and case handling,and strengthening departmental coordination.Fourth,establish a multi-subject collaborative governance model.From unblocking the channels for consumer rights protection,implementing the whistleblower system,consolidating the supervision responsibility of the platform,strengthening the power of food and beverage takeout industry associations,and giving play to the role of news media in governance,a general pattern of social governance has been formed.
