Since 2009,the introduction of innovative and entrepreneurial team plans in Guangdong Province,has introduced a total of five batches and 117 innovative entrepreneurial team;the plan has achieved initial results and gratifying progress,which has provide effective support to accelerate innovation driven development and industrial restructuring and upgrading for Guangdong.But the policy also exists some problems,such as low rate of arrival of team leader,a large proportion of personnel replacement team,a certain gap between economic indicators and target values.Most of the existing researches on the policy take the single team performance instead of the comprehensive effect of the policy,and replace the comprehensive analysis with the scattered description of the status quo,from the perspective of public policy implementation,this paper makes the whole process of the team policy formulation and implementation as the research object,conducts a comprehensive analysis introducing the applicable Smith Model of public policy implementation,study on the implementation of the policy of the introduction of innovative and entrepreneurial team in Guangdong Province,in order to provide some reference for the formulation and implementation of Guangdong high-level talents introduction policy.Based on the related literature and theoretical research,using field interviews,statistics and other research methods,the paper study the characteristics of the introduction of innovative and entrepreneurial team policy in Guangdong Province,analyzes the applicability of the Smith Model,from the four dimensions of policy formulation,policy implementation,target groups,the implementation of the environment,identify problems and analyse reasons.In the policy formulation,we should strengthen the introduction of talent system construction science,highlight key industrial layout reform,cited financial funding methods;in policy implementation,we should clear clear responsibilities of relevant departments,strengthen the team work together cohesion mechanism,improve the team project management system;in target groups,we should optimize the team talent in place,strengthen the goal oriented evaluation,enhance the team's ability to adapt to the national conditions;in the implementation of the environment,we should optimize the regional talent competition environment,set up the policy coordination platform and mechanism between departments,optimize the construction of ecological environment,promote the innovation of talent market system,strengthen the construction of international platform.
