| The deliberative coordination body is a temporary institution established by the government to respond to major and emergency events,and in the process of construction,it reviews and absorbs administrative resources from different departments and levels according to its own needs,so that it has the functions of organization,coordination,implementation and supervision.Compared with the traditional bureaucratic system,it has the characteristics of flexibility and efficiency.Taking the leading group for the prevention and control of the new crown pneumonia epidemic in GX District as an example,this thesis explains the process of self-improvement,self-renewal and self-innovation of the deliberative and coordinating body,further studies the operation mechanism of the deliberative and coordinating body in GX District,and uses collaborative governance theory and sports governance theory to conduct in-depth analysis of existing problems,explains the source of power in operation from the perspective of political potential energy,analyzes power distribution,policy implementation,organization and coordination,information communication,supervision and supervision,and assessment and incentive in multiple dimensions,and concludes that there exists in the governance process." The leading department prevaricates,there are difficulties in task contracting","the "ability dilemma" of individual leaders,"insufficient motivation and lack of consensus mechanism lead to cross-departmental coordination defects","think tank consultation failure and offside decision-making","irregular policy implementation","disorderly emergency handling","information communication failure" and "supervision authority demotion and weak assessment incentives".Then,these problems are analyzed to find out the reasons for the problems such as "the limits of the large ministry system and the fragmentation of departments","the lack of characteristic factors of work execution","the transformation of leadership roles cannot be adapted to the environment",and "the organizational added value of supervision and evaluation incentives is insufficient".In view of the problems and causes in collaborative governance,put forward suggestions for optimizing operation policies,so as to clarify responsibilities,clarify positioning,strengthen connection,improve efficiency,and build a four-dimensional collaborative system of"department,level,region,and society",so as to improve collaborative communication capabilities and improve the level of collaborative work. |
