In the 21 st century,both foreign and domestic government managers face the greatest challenge: the traditional organizational paradigm based on specialized division of labor is difficult to cope with the increasingly complex and diversified public needs.The global water crisis has brought the urgent public demand for water environment safety.However,with the rapid development of China's economy and society,the contradiction between water crisis caused by water shortage and water pollution becomes more and more prominent,so it is urgent to manage the river basin.Because of the natural mobility characteristics of watershed water body,the responsibility subject of watershed management is "cross-regional,cross-sectoral".It also makes watershed management,Observe and analyze how to divide responsibility and authority among government departments and how to coordinate the perfect field.This paper takes the N River Basin Management Command of G City as the research object,and analyzes the operational logic of the internal coordination mechanism of the Command from 2015 to the present.The complex coordination process and the choice motivation ofthe command are like a mysterious "black box".The author tries to open the "black box" of the coordination process to help the main actors in the river basin management optimize the coordination process and improve the coordination efficiency.First of all,the reason for the establishment of the command is that the sports governance becomes regular,reduces the cost of coordination across departments and regions,reduces the fragmentation of governance contradictions,and solves the dilemma of the attribution of governance responsibilities.Secondly,the Holistic governance coordination theory is applied to the command coordination machine.Through the panoramic reproduction of the coordination process between sections and layers in the construction of S sewage treatment plant,the general process of coordination between sections and layers is displayed,and the difficulties and problems of coordination between departments in river basin management are embodied in the analysis of the operating effect of the system.An attempt to achieve a mutual understanding of inter-departmental collaboration and reduce "internal wear".Finally,the paper combs out the operational logic of the deliberative and coordinating bodies in river basin governance: through the way of "task contracting" and "responsibility binding",more administrative resources are concentrated for its use;Using the authority of government leaders to induce and mobilize departments at all levels through the authority of government leaders;and the "virtual" and "entity" bodies of the deliberative and coordinating bodies,In the repeated game process coordinated promotion,and supplemented by supervision and assessment.At the same time,the comparison shows that,as the upgraded version of the coordination body,the command is superior to the ordinary coordination body in the aspects of attention distribution,independence and dynamic coherence.It is worth mentioning that the concept of "oblique" coordination is put forward in this paper.The author finds that the coordination mechanism of the hierarchy includes not only vertical coordination obeying authority,horizontal coordination of equality and mutual benefit,but also "oblique coordination".And such "oblique" coordination relationship,just with horizontal,vertical coordination intertwined into "a network" of coordination.Does this mean that,in the governance practice of local governments,driven by common goals and limited resources,based on the strong demand for cooperation between "articles" and "blocks",coordination at the departmental level has been absorbing market coordination intentionally or unintentionally,Benefits of network coordination,complete "self-upgrading" in response to A change in the external environment.
