Analysis And Optimization Of Heilongjiang Provincial Financial Investment In Science And Technology

With the rapid development of world economic integration,scientific and technological competition and cooperation have become an important topic for the coordinated development of all countries in the world.Technological progress and technological innovation are important driving forces to promote sustainable economic and social development.In the process of implementing the innovation-driven development strategy,Heilongjiang Province has made certain achievements in improving the level of innovation through scientific planning and layout.However,there are also a series of problems that cannot be ignored,such as the slowdown of government investment in science and technology,the lack of enterprise vitality,the brain drain of science and technology,and the slow development of high-tech industry.In order to solve these problems and revive the economy of Heilongjiang Province,it is very important to make full use of government funds and give full play to the leverage role of financial funds for science and technology.Therefore,how to optimize the efficiency of financial investment in science and technology is studied.It has very important practical significance.This paper takes the efficiency of fiscal science and technology investment in Heilongjiang Province as the research object,and on the basis of summarizing relevant theoretical and practical studies at home and abroad,constructs an indicator system with two dimensions of fiscal science and technology input-output.In national policy research and scientific and technological statistical expressions,the current "fiscal science and technology investment" refers to the current "fiscal science and technology expenditure" data.Through collecting relevant data such as fiscal science and technology expenditure,and used DEA analysis method to calculate and analyze the two aspects:First,from 2011 to 2020,the efficiency of financial science and technology expenditure in Heilongjiang Province showed a relatively good state on the whole,but the comprehensive efficiency in 2012,2016 and 2017 was less than 1,in which there was room for improvement in scale efficiency and technical efficiency in 2012 and 2016,and the technical efficiency value in 2017 was 1.The scale efficiency value is not 1,and the shows that although the efficiency of financial science and technology input-output in Heilongjiang Province is relatively good in 2020,the absolute value of various indicators is relatively low.This phenomenon shows that the total amount of input is relatively small,and the input and output of Heilongjiang Province are relatively optimal at the current input level.But in fact,it is the maximization of resource elements in the face of large demand and small supply.If the scale of investment can be increased,it will certainly bring higher benefit level.According to the analysis results,targeted measures are proposed to increase the total amount of fiscal science and technology expenditure by establishing a stable growth mechanism,strengthening the top-level design of science and technology investment,playing a leading and exemplary role,and expanding investment channels;Optimize the structure of financial science and technology investment by improving the level of macroeconomic regulation,leveraging the function of resource integration and allocation,improving performance evaluation and regulatory efficiency,and other aspects;Suggestions are made to fully leverage the leverage role of financial technology funds through the transformation of financial technology expenditure functions,customized enterprise policies,and optimization of innovation service chains.
