Research On The Incentive Mechanism For Farmers To Participate In Environmental Governance Under The Background Of Beautiful Countrysid

As an important link to promote the revitalization of rural areas,with the start of the construction of the beautiful countryside,the governments at all levels and their functional departments should be in the front line of rural environmental governance and take on the main responsibility of the construction of the beautiful countryside,however,as the main body of the beautiful rural construction,the broad masses of farmers are excluded,as a result,in the process of rural environmental governance,the government and other actors are in action,while farmers are in a wait-and-see state,and the model of multiple actors actively participating in environmental governance has not been established,but more of a "Government-led,village two committee cooperation,Farmers Watch" management governance model.The problems of "Dirty,chaotic,poor and scattered" in rural environment and farmers’ lack of motivation to participate have not been solved.The first central document of 2018will“Make the countryside a beautiful home where people can live and work in peace and contentment”,one of the guiding principles of the rural revitalization strategy,and step up efforts to improve the rural environment,the construction of the beautiful countryside was carried out in an all-round way throughout the country,this puts forward new requirements for encouraging villagers to take part in rural environmental governance: First of all,the grass-roots government departments in rural environmental governance is mainly to take measures to guide and model the behavior of farmers.The second is to establish the main status of farmers’ participation in environmental governance,encourage them to actively participate in order to enhance the effect of rural environmental governance;Form the resultant force of participation.Finally,the formation of“Government-led,farmers main body,social participation,” the participatory governance pattern.Based on this,in which context of beautiful countryside,to research the incentive mechanism for farmers to participate in environmental governance,it is of great significance to strengthen the rural environmental governance system and the modernization of governance capacity,to reverse the passive situation of farmers and to promote the enthusiasm of farmers’ participation.In this paper,the main research methods combining the classical incentive theory and collaborative governance theory,build a writing framework.In the first place,the construction of farmers to participate in environmental governance incentive mechanism mechanism,analysis of farmers to participate in environmental governance multi-dimensional incentives,it mainly includes: First of all,clear beautiful rural,rural environmental governance and farmers to participate in the interactive relationship between the three,rural environmental governance is the foundation of the construction of beautiful rural,and in the context of beautiful rural,rural Environmental Governance puts forward a series of new requirements for farmers,and takes measures to encourage farmers to establish the main status of rural environmental governance.Secondly,the analysis of the current farmers in the process of environmental governance and the plight of the impact of factors,it is found that there are many difficulties,such as single multi-agent incentive mode,lack of farmers’ self-incentive,vague government incentive policy and insufficient incentive guarantee The main factors influencing farmers’ participation in environmental governance are: insufficient system design,defects in incentive mechanism,insufficient concept development and limitation of incentive subject,the management effect is insufficient,the implementation coordination has the disparity,the environment optimization insufficiency,the incentive condition has the limitation and so on.Therefore,based on the experience of encouraging farmers to participate in environmental governance both at home and abroad,and following the objectives of the incentive mechanism,namely,the common agent model and the principles of villagers’ autonomy and full participation,try to strengthen the system construction,improve the incentive mechanism,change the administrative concept,broaden the administrative subject,to enhance the organized system and administration,strengthen implementation and improve the environment in which incentive mechanisms exist;optimize the incentive structure and improve the mechanism of farmers’ participation in rural environmental governance.
