Multi-Subject Cooperation In Rural Areas From The Perspective Of Beautiful Rural Construction Research On Co-Governance

In recent years,with the continuous development of urban-rural integration,the development of rural areas has become increasingly strong,and how to promote the downward shift of social governance has become the top priority.The "Strategic Plan for Rural Revitalization(2018-2022)" and the "Guiding Opinions on Strengthening and Improving Rural Governance" clearly stated that the rural areas should improve the multi-governance system of"leadership by the party committee,government responsibility,social coordination,and public participation".It can be seen that the state has always paid attention to the construction of cooperative and co-governance of multiple subjects in rural society.The construction of beautiful villages plays an important role in promoting rural revitalization.The construction of beautiful villages involves the government,enterprises,rural social organizations,villagers and other governance bodies.They cooperate with each other and make full use of their respective strengths to contribute to the construction of beautiful villages.contribute.However,due to their different preferences,the effect of multi-subject cooperation and co-governance is restricted,which directly affects the sustainable development of beautiful rural construction.Based on Polycentric Governance Theory,this paper constructed the theoretical analysis framework of "governance subject-governance structure-governance guarantee",using the questionnaire survey method and interview method,taking L village in Qingdao City as an example,to analyze the current situation of multi-subject cooperation and co-governance in L village in Qingdao city.The analysis of the survey data and interview data summarizes the effectiveness of its multi-subject cooperation and co-governance from three aspects:infrastructure,living environment and industrial development.It provides countermeasures of universal significance for improving rural multi-subject cooperative governance.First,according to the constructed multi-center governance theoretical analysis framework,the questionnaire and interview outline were designed,and the survey was carried out through the questionnaire survey method and interview method,and the data analysis and statistics were carried out on 217 valid questionnaires.21 subjects of beautiful rural construction were interviewed and important information was extracted.Secondly,it summarizes the problems and causes of multi-subject cooperative co-governance in L village.The problem is mainly at the governance subject level:the functions of social organizations are ambiguous,the villagers’participation is not enthusiastic,and the participation of enterprises is not high;at the governance structure level:the multi-subject coordination ability is insufficient,the multisubject interest demands are scattered,and the multi-subject co-governance awareness is lacking;governance guarantee:The governance funds are single,the participation channels are insufficient,and the scientific and technological support is not in place.The main reasons for the above problems are:lack of social capital,lack of co-governance system,and dislocation of ideas.Finally,according to the analysis framework of multi-center governance,for the above problems,the basic countermeasures to improve the cooperation and co-governance of multiple subjects in beautiful countryside are put forward:increasing the participation of multiple subjects,optimizing the governance structure,and deepening the governance guarantee.
