| Parole is an important system to change the execution of penalty,which reflects the execution concept of socialization,individualization and commutation of penalty.Parole helps to encourage the positive reform of criminals,promote their re-socialization,can effectively prevent the re-crime and reduce the pressure of prison supervision,save the cost of execution.However,at present,there are many problems in the process of parole operation,and the lack of attention to the management of parole personnel,resulting in the due function of parole has not been fully developed.To study and improve the management of parolees is an urgent requirement to promote the rule of law and the construction of criminal justice system.The concept of people-centered governance should be implemented in collaborative governance,with a focus on the participation of all parties in the governance of social and public affairs,and the traditional management model should be replaced by multi-subject governance,so as to build a new governance pattern featuring joint contribution,joint governance and shared benefits.Collaborative governance provides the theoretical basis for the modernization of national governance and promoting collaborative governance is the inevitable choice to realize the modernization of national governance system and governance capacity.The management of parole personnel is the postponement of prison management and an important part of cooperative management.Under the framework of collaborative governance,the innovation of helping and teaching methods and management models for special groups such as parolees will help realize the goal of social governance innovation and promote social harmony and stability.In the background of strengthening and innovating social governance,this paper analyzes the existing problems in the management of parole personnel and its causes with the application of relevant theories of public management,and puts forward countermeasures and suggestions to improve the management of parole personnel from the perspective of collaborative governance.Firstly,through the empirical analysis of the data related to the execution of commutation and parole in Shandong Province A prison in recent years,the paper reveals the existing problems in the application of parole and the management of parole personnel.Secondly,from the perspective of collaborative governance,this paper analyzes the causes of the parole personnel management problems: old-fashioned management concept,single management subject,inadequate management methods,and the absence of social supervision.Furthermore,by analyzing the practices and experiences of the United States and Japan,we can get some enlightenment on the management of parole personnel in our country.Finally,this paper puts forward several suggestions to promote collaborative governance and improve the management of parolees: to establish correct management concepts,construct diversified management subjects,promote the development of diversified management methods,and strengthen the social supervision of parolees. |
