Reconstruction Of Village Governance Orde

Based on the core issue of "reconstruction of village governance order",this paper explores the manifestations and causes of the disorder of contemporary rural governance,as well as the necessity of order reconstruction.On the basis of investigating the operation logic of grid governance in rural areas of S Town,Guizhou Province,this paper analyzes and summarizes how grid governance can and should be used in the process of embedding order reconstruction.Village governance is the eternal essence of grass-roots governance in China,and it is also a new proposition given by the times.The external order of a single village based on the will of the state and the internal order of a village based on its own traditional customs have their own norms and rules,and both play a due role in maintaining social order.However,in the face of villages in the process of modernization transformation,there is tension between rural social problems such as increased urban-rural mobility,diversified contradictory needs and accelerated industrial transformation and the reality dilemma of insufficient coordination of governance subjects,weak village autonomy and insufficient integration of governance resources.A single force is difficult to meet the needs of village development and order.The root cause of the disorder of village governance is the lack of coordination between the old order and the new order,and the insufficient interaction between the external order and the internal order,which further leads to the instability of the overall order.Therefore,this paper takes S Town as an example to start from the disorder of village governance,analyze the path of grid governance to promote order reconstruction,and conclude its function logic.Putting the grassroots into the "grid" is one of the ways to modernize and refine the municipal governance.Guizhou’s "one center,one network and ten joint households" is a new pattern of grassroots governance based on the traditional grid management service model.Through field research,observation and interview,this paper believes that the logic of rebuilding village order in grid governance is "extension-assistance-inter-embed".The extension refers to the government’s intervention in the village,which is mainly realized through the endowing of the living characteristics of governance affairs,the supply of rules of procedure and negotiation,and the sinking of governance resources;The introduction of aid means that the main body of village autonomy and local culture help foreign administrative forces;On the basis of the interaction and influence between the exogenous order and the endogenous order,the order is further mutual embedding in the action and system,so as to rebuild the overall order in the village governance.
