Absorption And Embed:Local Practice In Village Governance

As a case study, S City in western Hubei Province recruits the village doctors and teachers into the village party branch and committee, which can be treated as a process of "absorption-embed". By showing the origin of the practice of the whole policy, including decision-making, research, implementation, results and other processes, this paper try to analyze the practical logic and significance of local government initiative mechanism of local governance and explore to improve the village governance, while the village governance is in the multiple difficulties.After Tax reform and abolition of agricultural tax, the relationship between the state and the farmers are changed. Our research found that the village governance in S City showing many problems:such as weakening village organization, the loss of the village elite, the rural population structure changes, inadequate supply of public production in village governance. The most prominent is that the rural young labor migration caused the loss of the village elite and the "local talent crisis", and it leading to a serious shortage of members in the party branch and committee:there is no organization, no lead in the village development and governance. Faced with this situation, S city initiative to explore the village doctor and teachers enter the village party branch and committee, try to solve the aging members and the lack of back-up source of village organizations, and now it made a more significant effect. This paper uses the village governance and political "absorb and embedding" theory to analysis of practice of S City, and try to make some theoretical considerations.Under the dual drivers of higher levels of government policy support and comprehensive reform of poverty, as a starting point, village doctors and teachers have a special professional identity, S City began to explore the village governance reform and innovation. After preliminary investigation, S City quickly started to develop programs. Then, a number of village doctors and teachers enter the village organizations. To protect these village doctors and teachers play good roles, S City were focused not only on their training, but also issued a guarantee, evaluation, motivation and other systems, and promote to entire cities. After nearly a year of policy practice, these village doctors and teachers effectively enhance the mass base and improve the skills of governance village organizations in many ways:the implementation of national policies, grassroots conflict mediation, maintenance the rights and interests of grassroots and so on.This paper argues that, in addition to the nation, as the most closely related grass-roots, the local governments have much space to play in the governance of the village. By "absorbing" the village doctors and teachers "embedded" the village organizations, S City try to reshape the "middle layer" between the relationship of state and farmers - rural organizers and pacemaker, which to some extent activating the village governance. Accordingly, it’s may be an effective way to get rid of the current village governance dilemma that to establish a stable source of village governance organizational team, so the development and governance in rural areas can be organized and leaded, and then the premier problem of talent and organization in village governance and development will be solve.
