Affected by the continuous advancement of urbanization in China,the dual spatial structure between urban and rural areas is breaking down rapidly.This has brought about a series of changes,such as the continuous growth of urban population,the expansion of community jurisdiction,and the deep extension of social public service needs.These changes have challenged the traditional grassroots social governance.especially the grassroots social governance model characterized by the "Integration of Politics and Economy" of the grassroots autonomous organization and the collective economic organization.The "Integration of Politics and Economy" model of grassroots social governance is no longer able to adapt to the new situation in terms of population management,collective asset management and public service provision.It has led to an increase in the number of conflicts in grassroots social governance.Urban and rural grassroots social governance is the foundation of national governance.The grassroots reform of rural collective economic organizations and grassroots self-governance organizations has been used as an opportunity to promote the"Separation of Politics and Economy" reform of grassroots social governance.In this paper,we use subdistrict J in W district as an object to promote the grassroots social governance model of "Integration of Politics and Economy".Subdistrict J is the core bearing area of national economic and technological development zone,and its urban-rural dual structure has been completely broken.The study of the "Separation of Politics and Economy" reform in subdistrict J can help rationalize the functions of collective economic organizations and grassroots self-governance organizations,and will provide a pathway to improve the capacity of urban-rural grassroots social governance in economic development zones at all levels nationwide.Based on urban and rural grassroots social governance,this paper uses interview research,comparative research,and empirical research,as well as new public service theory,collaborative governance theory,and public pond resource theory,to study the"Separation of Politics and Economy" reform in zone W,subdistrict J.It points out the necessity of reforming the grassroots social governance model of "Integration of Politics and Economy" in subdistrict J,and considers the problems of "Separation of Politics and Economy".It also considers the problems of "Separation of Politics and Economy".The focus is on the reasons for the imperfect top-level design of the "Separation of Politics and Economy" reform,the incomplete policy and system of collective economic organizations,the lack of financial security of the grassroots government,and the lack of long-term means of grassroots governance.Finally,this paper clarifies that"Separation of Politics and Economy" needs to start from grassroots party organizations,grassroots autonomous organizations,and collective economic organizations,and optimize "Separation of Politics and Economy" by optimizing institutional mechanisms,rationalizing staffing,enriching governance tools,and strengthening the coordination platform.In order to optimize the implementation path of "Separation of Politics and Economy" in subdistrict J,we need to build a grassroots governance model.Ultimately,it aims to optimize the grassroots social governance system,improve public service capacity,and strengthen the collective economy. |
