Research On The Optimization Of Service Functions Of Sub

The sub district office(hereinafter referred to as "sub district office")is a unique organization in China’s urban management.It is not only the most basic department in China’s political system,but also the first line organization serving the masses.Since its establishment in 1954,the Neighborhood Office has made great contributions to the development and progress of China’s urban society in the early stage of socialist construction.However,with the rapid development of our society,a large number of affairs have been transferred from the government to the sub district offices,resulting in certain problems and contradictions in their actual operation,which leads to their development lagging far behind the current social development speed.With the rapid development of society in the new era,whether it is the strategic requirement of rural revitalization or the task requirement of basically realizing the Chinese style socialist modernization by 2035,the country,society,people and neighborhood offices themselves are in urgent need of reform and optimization of neighborhood offices,especially the reform and optimization of service functions.Neighborhood offices need to change their concepts,from the past "management type service providers" to "service type managers".The article studies the optimization of the service functions of the subdistrict offices,which is extended from the relevant theories of the functional reform of the urban subdistrict offices.On the basis of the research literature and the latest research trends in academia,the research ideas,background and significance are determined;Using the survey methods of field questionnaires and telephone interviews,as well as the method of analyzing the interview records as a case,it is concluded that there are four main problems in the current sub district offices’ performance of service functions,which are manifested in: excessive functions,unequal rights and responsibilities,slackness of personnel and low efficiency of service quality.After sorting out the basic context and relevant theories,the operation logic of the service function of the subdistrict office is basically clarified,and corresponding countermeasures are proposed.The main countermeasures are as follows: delegating responsibilities and powers to unlock service capabilities,clarifying positioning to release service vitality,improving the comprehensive quality of personnel to stimulate service motivation,and questioning the people to expand service influence.
