Since the industrial revolution, microplastics have gradually become a new type of pollutant in the environment, which has an increasingly serious negative impact on the ecological environment, and even studies have found that the presence of microplastics can be detected in marine organisms and the human body.In the face of growing environmental problems, the international level has also taken active action, but at present, countries and even the world are still in the initial stage of the control of marine microplastic pollution.Marine microplastic pollution is not only a single environmental problem, but also a complex problem that intersects with ecological resources and social economy, and it is the unique nature of marine microplastics that makes it bring new challenges to international governance. This paper will analyze and make corresponding suggestions on the international rule of law related to marine microplastic pollution from the perspective of marine biodiversity conservation.Firstly, this paper starts from the concept of marine microplastics and marine biodiversity, and then discusses the harm of marine microplastics to biodiversity and human society, and then analyzes the limitations of the current international law on the control of marine microplastic pollution, and summarizes the experience of marine microplastic governance in the United States,Japan and the European Union.Secondly, based on the previous extraterritorial governance experience,it draws on the limitations of international law and makes suggestions on the limitations of international law, enhances the synergy between hard law and soft law,and finally analyzes the international and domestic routes of China’s marine microplastic pollution control and proposes solutions,so as to promote the governance of international marine microplastic pollution and build a community with a shared future for the ocean.
