Research On Evaluation Of Business Environmentin Heilongjiang Province Based On The Reform Of "Deregulation,Regulationand Service"

The report to the Party’s 20th National Congress called for "deepening reforms to streamline administration,delegate power,strengthen regulation,and improve services." In recent years,based on the reform of regulation and service,Heilongjiang Province has introduced a series of effective measures to optimize the business environment and made certain achievements,but there are still some shortcomings.In order to truly reflect the business environment of Heilongjiang Province,it is necessary to build a set of business environment evaluation model that conforms to the actual situation of Heilongjiang Province,promote the government to promote reform through evaluation,take precise and effective policies,and promote high-quality development with a good business environment.Based on the reform of "delegating regulation and service",this paper takes the business environment of Heilongjiang Province as the research object to carry out evaluation research.First of all,through the research and analysis of the deepening of the reform of "regulation,management and service" in Heilongjiang Province,the current situation and problems of the business environment,and on the basis of full reference to the World Bank’s business environment assessment and the National Development and Reform Commission’s business environment assessment,the whole life cycle theory of enterprises and the situation of Heilongjiang Province,Select specific evaluation indexes from five stages: market access,examination and approval of public service items,project landing and construction,production and management factors,and exit from the market,and initially form an evaluation index system.Staff from relevant government departments,industry experts and enterprise representatives were invited to screen indicators,the weights of indicators were determined by AHP,and the business environment evaluation model of Heilongjiang Province was constructed by fuzzy comprehensive evaluation method.Then,the evaluation model is used to evaluate the business environment of 13 cities in Heilongjiang Province,and the overall evaluation of business environment of Daqing,Harbin and Jiamusi is in the top of the whole province.Finally,the paper puts forward five countermeasures and suggestions,including continuously enhancing the satisfaction of enterprises entering the market,comprehensively improving the approval efficiency of public matters service,fully guaranteeing and promoting the implementation of projects,improving the policy environment to reduce the cost of factors,and paying attention to the protection of enterprises exiting the market.It is hoped that these optimization measures will help Heilongjiang Province continuously improve its business environment,stimulate market vitality and promote development and revitalization.
