| With the development of the internet,the protection of personal information has received increasing attention worldwide.The classification and grading system is an effective means of protecting personal information and has been widely applied globally.This paper aims to explore the role of the classification and grading system in personal information protection,and the establishment of a global system for personal information classification and grading.Through an analysis of the personal information classification and grading protection systems in the United States,the European Union,and China,feasible recommendations for the construction of a personal information classification and grading system in China are proposed.The paper is divided into five chapters.Chapter One is an introduction that explains the importance of the classification and grading system in personal information protection and introduces the core issues addressed in the paper.This chapter also discusses the research value and significance of the classification and grading system,and provides a review of the research status of personal information classification and grading.In Chapter Two,the author introduces the functional positioning of the personal information classification and grading system,including its theoretical basis and legislative background.This chapter also explores in detail the functional uses of the classification and grading system,including the protection of information subjects’information security,the development of information value,the promotion of corporate compliance management,and the enhancement of China’s international competitiveness.Chapter Three mainly adopts a comparative law research method.The author introduces the construction and implementation status of personal information classification and grading protection systems in the United States,the European Union,and China respectively.The analysis in this chapter demonstrates that different regions have adopted different institutional arrangements for personal information protection and present different advantages and disadvantages.Chapter Four is the focus of the paper,which discusses the reflection and implementation recommendations for China’s personal information classification and grading system.This chapter first analyzes the advantages and disadvantages of China’s classification and grading system compared to those of European and American countries,and then discusses the difficulties of constructing a classification and grading system in China.Next,this chapter proposes principles and methods for constructing a personal information classification system and grading system in China,and elaborates on the reasons and advantages of selecting classification criteria such as direct/indirect,public/non-public,privacy/general,and confidential/non-confidential.Additionally,this paper advocates using a universal data classification model to classify personal information.Finally,this chapter proposes recommendations for promoting the implementation of China’s personal information classification and grading system,including clarifying responsibilities,promoting regular supervision,and strengthening publicity and education.Chapter Five is the conclusion,which summarizes the research content of the paper.In conclusion,this paper aims to explore the important role of the personal information classification and grading system in personal information protection,and draws on the legislative and academic viewpoints of other countries to provide recommendations for the construction of China’s personal information classification and grading system. |
