Abstract/Summary:
In recent years,a series of policy documents have been issued by the Chinese government to encourage the integration of Internet innovation with grassroots community governance.For instance,the "Guiding Opinions on Actively Promoting the ’Internet Plus’ Action," released in July 2015,clearly stated the need to promote innovative community governance by fully utilizing modern information technologies such as the Internet,aiming to enhance the level of grassroots governance.This indicates that the national policy explicitly supports the use of "Internet Plus" as an important means to improve community governance.The"Opinions on Strengthening and Improving Urban and Rural Community Governance," issued in June 2017,calls for the accelerated construction of comprehensive information platforms for urban and rural community public services,utilizing new media such as community forums,microblogs,and WeChat to encourage community residents’ participation in public affairs,conduct consultations,and organize neighborhood mutual assistance.This provides specific application scenarios for empowering community governance through "Internet Plus." In October 2022,in the report of the 20th National Congress of the Communist Party of China,General Secretary Xi Jinping reiterated the need to adhere to the view that science and technology are the primary productive forces and the core position of innovation in the overall modernization of China,with the aim of ensuring that the achievements of modernization benefit the entire population to a greater extent and in a more equitable manner.Under this major policy framework,various regions have actively practiced the empowerment of community governance through "Internet Plus." The integration of "Internet Plus" and community governance has gradually become a new direction in community governance and has achieved certain results.However,in this process,there are also a number of pressing issues that need to be addressed.This research selects J District,which is under the jurisdiction of X City,a northern city in Jiangsu Province,as a case study.Based on the theories of New Public Service and Seamless Government,this study adopts literature review,questionnaire survey,and field interviews to deeply explore the practice of "Internet+" empowering community governance.The paper consists of five chapters:Chapter 1 is the introduction,which specifically expounds the research background,content,methods,innovative points,and limitations,and analyzes the research significance based on a comprehensive review of relevant literature.Chapter 2 focuses on relevant concepts and fundamental theories,defining "community," "community governance," and"Internet+," and providing specific explanations of the New Public Service theory and Seamless Government theory.In Chapter 3,the study examines the current situation of "Internet+" empowering community governance in J District,X City,discussing J District’s situation,its basic practices in "Internet+" empowering community governance,and the achievements it has made in this area.Chapter 4 selects three communities in J District as research objects and uses questionnaire survey and field interviews to summarize the problems in "Internet+"empowering community governance,including "resource waste,""inadequate operational work," "mismatch between development and residents’ needs," and "information security risks." It also analyzes the reasons for these problems from four aspects:"outdated community governance concepts," "insufficient information integration capabilities,""inadequate incentive mechanisms," and "lack of professional talents."Finally,Chapter 5 proposes targeted countermeasures for the existing problems:first,establishing new concepts of community governance in the context of "Internet+";second,creating new mechanisms to promote information integration;third,implementing new measures for effective incentives;and fourth,implementing new strategies to build professional teams.
