In recent years,big data has deeply integrated with traditional industries,promoting the transformation and upgrading of traditional industries.In this context,online car hailing has emerged.The rapid development of online car hailing relies on emerging information technology,and the market size continues to grow rapidly.However,due to the lack of effective government regulation,the shortcomings of online car hailing have gradually emerged.In recent years,there have been multiple malignant incidents of online car hailing,pushing the industry to the forefront,while also bringing unprecedented challenges to government regulation.This paper focuses on the issue of how to innovate regulatory methods and improve regulatory efficiency in the government regulatory process.In order to deeply analyze the difficulties and causes of government regulation,this paper is based on multiple governance theory,path dependence theory,and information asymmetry therory.And also combined with literature research,comparative analysis,and interview research methods.First this paper defines relevant concepts such as online car hailing and government regulation.It systematically sorts out literature on government regulation of online car hailing and the practise of big data in government regulation at home and abroad.This paper vertically studies the development process of China’s online car hailing regulation policies,and horizontally compares the regulatory policies of some typical cities in China.Conducting in-depth interviews with multiple online car hailing drivers,the difficulties and causes of government regulation in the online car hailing industry in China were identified and analyzed.These include the inertia of regulatory systems,outdated regulatory methods,and inadequate and effective supervision due to regulatory path dependence,asymmetric regulatory information,and imbalanced regulation.Drawing on the regulatory experience of the United States,the United Kingdom,and Singapore,suggestions for government innovative regulatory paths were finally proposed:(1)The government should overcome path dependence and update its concepts in a timely manner when implementing regulation in emerging industries such as online car hailing,collaborate with multiple entities to implement differentiated regulation,and improve regulatory quality and efficiency.(2)Promoting iterative regulatory measures,efficient government regulation requires the full application of innovative information technologies such as big data,cloud computing,and artificial intelligence to optimize regulatory data platforms.(3)By analyzing static and dynamic data,establishing a risk warning system,and actively promoting precise government regulation and scientific decision-making.
