Research On Performance Management Optimization Of Grassroots Tax Departments

Performance management is a new type of management concept,and its method has its own unique advantages.In order to promote administrative reforms,various types of government organizations better achieve organizational goals and meet the public’s increasing demand for government service quality and administrative efficiency.More and more attention is paid to the application of performance management within the organization.Tax departments have special functions.Their total number accounts for more than 10% of the total number of civil servants in the country.Together with the merger of local tax agencies in 2018,effective performance management is more important.Based on the theory and practice of performance management in the basic tax department,this paper makes a case study of performance management in Huairen City Tax Bureau.This paper analyzes the existing problems and causes of performance management of Huairen City Tax Bureau by means of questionnaire survey and interview,then explores the optimal path of performance management system of the basic tax department,and constructs the performance management index system of the basic tax department by means of balanced score method and analytic hierarchy method.And using fuzzy evaluation method to carry on the empirical test,clearly optimize the idea,and then put forward the optimization suggestions from four aspects of building the performance culture,establishing the goal orientation,strengthening the use of results and improving the indicator system,in order to be able to the grassroots tax department performance management reform.Inspired.
