| With the acceleration of urbanization process,a large number of rural collective land has been expropriated by the government,especially in the Yangtze River Delta.Due to the scarcity of land resources,there are many indicators of land being vacated in rural areas,and a large number of rural landless farmers have emerged.After the loss of land,farmers face a series of problems,the first one is the pension problem of landless farmers.In rural areas,the original social security level of farmers is low,so they are difficult to enjoy the social security benefits of urban residents.The wealth originally accumulated by farming is also very limited.After retirement,they can only receive a meager pension every month,plus most of their children are not around,or even if they live together,their care for the elderly is limited because of their busy work.Therefore,properly solving the problem of providing for the aged of landless peasants has become a research topic of common concern to all sectors of society.This paper selects the landless farmers in Y Town of Zhangjiagang City as the research object,and through on-site interviews,questionnaires and other ways,to understand and discuss the status quo,problems,reasons and countermeasures of the home-based elderly care services for landless farmers based on reality.Guided by social embeddedness theory,Maslow’s hierarchy of needs theory and welfare pluralism theory,based on the relevant literature at home and abroad,and 390 valid questionnaires,this paper analyzes the common problems existing in the residential elderly care of landless farmers in Y Town,such as the shortage of funding sources,the insufficient number of elderly care service personnel and low degree of specialization,the lagging concept of elderly care services,and the dislocation between supply and demand of elderly care services,The reasons for the above problems are mainly the low participation of social forces,the low quality of elderly care service personnel and the lack of systematic training,the insufficient promotion of government publicity,the inability to grasp the needs of community home-based elderly care in a timely manner,and the insufficient supervision of elderly care service quality.Based on the above problems and reasons,by comparing and learning from the successful practical experience in relevant fields at home and abroad,we put forward corresponding countermeasures and suggestions,including encouraging and guiding the joint participation of social capital,building an echelon of elderly care service talents,strengthening publicity and promotion,enhancing the recognition of community home-based elderly care,speeding up the digital transformation to grasp the new elderly care needs of landless farmers in real time,and strengthening the supervision and evaluation of elderly care service quality.From the perspective of the aging trend of China’s population,the problem of rural elderly care is becoming increasingly serious.At present,Zhangjiagang City is actively promoting the development of rural community home-based elderly care services.Compared with traditional institutional elderly care,community home-based elderly care focuses on home attributes,fully takes care of farmers’ wishes,and focuses on the spatial nature of elderly population activities compared with family elderly care.Community home-based elderly care services rely on communities and organically combine home and social resources,Provide more perfect elderly care services for the rural elderly.At present,the industry has basically agreed on the necessity and feasibility of carrying out rural community home-based elderly care services,but the rural community home-based elderly care model that can be widely popularized and applied is still in the exploration stage.This paper selects the special group of farmers who lost land in the rural areas of Y Town to carry out research,and provides some new ideas and suggestions for improving the quality and efficiency of rural community home-based elderly care services. |
