Township grassroots cadres are a solid force in building a new socialist countryside,a concrete practitioner of carrying out national policies,laws and regulations,and play an important role in the process of rural reform and development in villages and towns.Through the performance appraisal system to create an iron army team,that is,in accordance with the cast iron army,fight a hard battle,strengthen the management of grass-roots cadres,and strive to cast an absolute loyalty,officers to play,clean and self-discipline.energetic a county iron army.and how to reform and improve the current performance appraisal system of civil servants,avoid the performance appraisal as a mere formality,give full play to its incentive function,improve the satisfaction of the masses,and improve the efficiency of government departments.cadre work enthusiasm,so the township-level cadres performance evaluation of the subject is worth exploring.In this paper,the basic connotation of the performance appraisal system is clarified and the theoretical basis of running the performance appraisal system is clarified by comparing the domestic and foreign grass-roots cadres' performance appraisal system with the theory and practice of in-depth investigation and research at the township grass-roots level.Secondly,through the direct and objective analysis of the current situation of grass-roots cadres' performance appraisal in a county and b town,the paper points out that the performance appraisal index is unreasonable,the performance appraisal procedure is not standard,and the performance appraisal method is not comprehensive.The main problems such as the lack of incentive function in performance appraisal,this paper analyzes the causes of the problems from the view of achievements of township cadres,the atmosphere of work,the laws related to performance appraisal,the diversified indicators of performance appraisal,the application of the results of assessment feedback,and so on.Finally,from the optimization of the cultural atmosphere to practice a scientific view of achievements,improve the township performance laws and regulations,innovation and improvement of performance appraisal index system and assessment process.To establish and perfect the comprehensive reward and punishment mechanism of township cadres and put forward countermeasures and suggestions to further improve the performance appraisal system.
