This paper researches the grass-roots government’s emergency management andways react to emergency events, base on emergency management theory, justice theoryand satisfaction theory. Then, this paper puts the hypothesis. With the descriptivestatistics analysis, factor analysis and structural equation modeling analytical methods,it does lots of theoretical research and statistics work and quantitative conclusions comeout via empirical analysis.Research founds that: the ways react of grass-roots government emergencymanagement have a significant impact on public justice. They have vary influences onjustice. Compensation only has a significant impact on distributive justice. Responsespeed and procedure facilitation have direct impact on procedural justice. Informationfreedom has a significant effect on distributive justice, procedural justice and interactivejustice. Public fairness has a positive effect on public satisfaction. However, theinteractive justice has the strongest influence than other justices. This mean grass-rootsgovernment should make emergency information public and respond to public in timeso that public have satisfied experience each time, reduce casualty and wealth lossgreatly, and enhance public satisfaction. Finally, this paper gives some adviceaccordingly and future research prospects.
